다문화사회의 시민형성은 새로운 이론, 방법, 실천 전략을 요구한다. 전통적인 국민국가의 시민형성 논리로 여겨지는 일방적인 통합이나 동화주의로는 새로운 사회 변화 양상에 질서를 부여하고 인간적인 제도화를 실현하기 어렵다. 다문화 사회에서 개인은 언제나 다양한 소수종족, 인종, 문화, 계층, 성 집단과 만나게 된다. 문화, 국가, 글로벌 정체성을 가진 다중적 존재인 것이다. 다문화사회에 적합한 시민형성 논리는 문화적 다양성을 정체성의 관점에서 인식하고, 국가사회의 통합성을 이해 중심으로 지향하며, 다문화라는 새로운 형태의 질서체계에 적합한 민주주의 원리를 실천할 수 있는 정치적 조망을 지녀야 한다. 문화민주주의는 문화를 정치적 자유로 해석한다. 민주주의라는 정치적 실천 원리를 다문화사회에 적용하여 소수자와 다수자 사회의 실질적인 동등성을 구현한다. 문화민주주의에 따른 시민형성은 주류와 주변부의 교류와 소통을 민주적 원리의 실천으로 이끌어내는 변환과 개혁의 이미지를 갖고 있다. 누구나 다 알고 말할 수 있지만, 일상생활에서 정교하게 체계적으로 이론화되고 실천되기 어려운 인간의 존엄성, 이성과 자율, 합리적 사고와 의사결정, 동등한 기회의 보장을 다문화사회에 구현하려는 시도가 문화민주주의이다.

Creating citizens in a multicultural society needs new theories, methods, and educational strategies. Unilateral integration or assimilationism as a logic of making citizens in a traditional nation-states is not fitted to global multicultural cosmos. The logic of educating citizens in a multicultural society should comprise recognizing cultural identity, apprehension-centered access to national integration, and political competence on democratic principles` implement in behalf of making new orders. This paper recommends cultural democracy. Cultural democracy interprets culture with political liberty. It is capable of bringing authentic equality to minority and majority groups. Images of cultural democracy are formed by cultural transformation and social reform. Multicultural education according to cultural democracy makes its images. Multicultural education is a continuing process for democracy. Its major goals are to create within schools and society the democratic ideals, such as justice, equality, and freedom. In this points, cultural democracy means multicultural education that has political democracy principles and its practices.
