학교조직 경영의 질 개선에 있어서 학교 구성원의 전원 참여를 이끄는 교장의 학교조직 질 관리 철학은 필요하다. 교장은 학교조직 질 관리 요인들을 수행해 나감으로써 질적으로 개선된 학교를 만들어 나가야 한다. 이에 총체적 질 관리(Total Quality Management) 요인들 가운데에서 학교조직에 적합한 교장의 학교조직 질 관리 요인들을 선정하여, 그들의 관계를 분석함으로써 교육현장에서 실행할 수 있는 교장의 학교조직 질 관리의 방향을 제시한다. 본 연구에서 개발된 교장의 학교조직 경영의 질 관리 요인은 양질의 교육지도성, 교원 전문성 개발, 학생서비스 강화, 학생 성장 모니터 전개, 수업의 질 개선 추구, 참여와 권한위임확대, 원활한 조직운영, 근무여건 지원, 교원의 헌신과 효능감 유도, 보상체제 확립 등 10가지이다. 위의 학교조직 질 관리 요인들은, 학교 구성원 모두가 학교교육에 대한 개선의지와 소신을 확고히 한 문화적 바탕위에서, 협조체제를 유지하고 상호작용함으로써 교장의 학교경영과 직무개선을 위해 활용된다.

A successful school management requires a rational establishment of interactive cooperation among factors of the principal`s quality management of school organization. Among the factors, the most critical thing is the principal`s high educational leadership that is essential for a successful quality management of school organization. Educational leadership are directly related with another factors such as professional development, participation and authorization, and remuneration system. Professional development has the effect of enhancing the quality of teaching by bringing about strengthening student services and monitoring student growth. Participation and authorization has positive influences on teachers` devotion and self-efficacy by promoting a smoother operation of school organization and more supports to work conditions. Remuneration system is directly associated with teachers` pursuit for higher-quality instruction and their devotion and self-efficacy. All the factors as mentioned above could be considered as the principal`s principles of school management for the quality development of school organization. In this nation, recently, some college managers and principals are paying attention to principles of the total quality management(TQM) of school organization. Under this circumstance, the study tried to investigate factors of the quality management of school organization that can be applied to the management of individual schools, and determine fundamentals on which the factors are based.
