본 연구는 2008년 전라북도 학교재정 배분의 개선방안을 모색하기 위해 추진되었다. 전라북도 교육청은 1999년과 2003년도 2차 연구를 실시하여 현재 이 제도를 적용하고 있다. 그런데 2차 연구가 실시된 이래 3년이 경과하였고 그 동안 시설·설비의 변화가 급격히 이루어졌으며, 각종 교재 교구의 증가가 많아졌다. 정보화, 시설 현대화에 따라 많은 교실에 냉·난방기가 설치되었으며, 컴퓨터, 프로젝션 티브이, 인터넷 등이 교실마다 구비되었다. 이런 여건의 변화는 학교재정 배분에 새로운 모델을 요구하고 있다. 전라북도 교육청은 학교교육비와 목적사업비를 통해 학교에 재정을 배분하고 있는데 학교교육비는 다양한 연구와 변인을 고찰하여 배분되고 있다. 2000년에는 학교, 학급, 학생, 교원, 정보화비용을 배분변인으로 고려하였고, 2004년에는 정보화비용을 삭제하고 대신 시설관리비와 전기료를 배분변인으로 선정하고 있다. 그러나 이러한 상황은 시대의 변화, 여건의 변화, 학교에서 부딪히는 새로운 문제 등에 의해 또 다른 새로운 모델을 요구하고 있다. 따라서 본 연구는 1, 2차의 학교재정배분방안을 고찰하고 이에 따른 문제점을 파악하여 2008년 전라북도 학교재정 배분에 관한 모형을 모색하였다.

This studied the allocating method to allocate school grants in Chonbuk office of education. Chonbuk office of education had studied methods twice for allocating school grants before this study. The previous studies looked for the allocating methods, but the situations has been changed since then. The method was needed for the new condition. The new method for allocating school grants considered distribution factors as school building, number of classes, and number of students. These factors was considered in the previous studies. But the student factor was weighted more than previous studies. As a result the larger school, the more the school get the money. The new method need more educational cost for upgrading the school grants. Educational expenditure for 100% target needs 29.4 billion won, for 80% per school and 100 per student 15.8 billion won, for 75% per school and per 100% per student 12.4 billion won, for 90% per school and 80% per student 13.6 billion won, for 90% per school and 70% per student 9.1 billion won, for 80% per school and 90% per student 11.3 billion won, and for 80% per school and 80% per student 6.8 billion. The method for 80% per school and 90% per student was suggested as a useful and applicable one.
