본 연구는 교육인적자원부와 과학기술부의 통합으로 새로이 출범한 우리나라의 교육과학기술부와 교육부 단독형인 미국, 교육과 과학기술의 통합형인 일본의 교육부 조직과 기능을 분석하였다. 미국과 일본의 교육부 조직과 기능 분석을 토대로 우리나라 교과부에의 시사점을 제시하면 다음과 같다. 첫째, 자율과 지원 중심체제로서의 조직과 기능을 갖추어야 한다. 둘째, 양극화 심화와 다문화 가정의 증가 등의 상황에서 이들을 위한 교육 기회의 보장과 학력향상에 대한 사회적 관심이 요구되고 있으므로, 교복투사업, 방과후 학교 등을 비롯해 좀 더 다양한 프로그램을 마련하고 지원을 확대해 나가야 한다. 아울러, 이를 종합적 차원에서 담당하는 조직을 둘 필요가 있다. 셋째, 교육부와 과학기술부의 통합이 시너지 효과를 얻기 위해서는 단순한 조직의 통합에 그쳐서는 안되고 조직문화의 통합 등 소프트웨어적인 측면에서의 통합 노력이 함께 병행되어야 한다. 넷째, 기획기능에 좀 더 초점을 두는 조직으로 탈바꿈하여야 한다. 즉, 정부차원에서 교육 및 과학기술정책의 중장기 미래 비전의 마련과 정책조정을 이끌어내는 등 기획기능에 초점을 두는 기제를 갖추어야 한다.

The purpose of this study is to analyze the MOE organizations and their functions of Korea, USA and Japan, and also to suggest some implications to the Ministry of Education and Science Technology(MEST) of Korea. The results of this study are as follows. Firstly, the MEST of Korea needs to focus on autonomy and support Secondly, the MEST needs to establish the office only for the low-income class and the multi-cultural families, and make more various programs for them. Thirdly, the MEST needs to exert more efforts for unification not only hardware(simply organization unification) but also software(cultural unification) to get some synergy effects. Lastly, the most important function of the MEST should be planning than any other ones. Therefore, the MEST get ready to suggest the mid-term or long-term vision and conduct policy coordination of Korean education and science technology.
