이 논문에서는 한국과 미국교원의 임금수준에 대한 비교연구를 통해서 한국 교원정책에 있어서 시사점을 논의하고자 한다. 임금수준 국제비교에서는 해당 국가의 노동시장의 측면에서 접근해야 하며 이를 위해서는 대졸자와의 임금수준 비교, 유사기술수준직종과의 임금 수준비교, 생계비 보장과 합리적 차별성에 근거한 비교를 수행해야 한다. 분석 결과 한국과 미국 교사 모두 노동시장에서 대졸자보다 낮은 임금을 받고 있는 것으로 드러났다. 그러나 유사기술직종과 비교해서는 한국교원의 임금이 미국보다는 상대적으로 낮지는 않은 것으로 나타났다. 이러한 노동시장 내에서의 미국교사의 상대적인 경제적 지위, 임금의 저하가 미국사회에서의 교직에 대한 선호를 낮게 만들고 이직률을 높였다는 것을 알 수 있다. 반면 한국은 직업의 안정성과 교원임금이 여타 유사기술직종보다는 크게 낮지는 않아 교직에 대한 선호가 유지되게 만드는 조건을 형성시켰다는 점을 알 수 있다. 이는 지속적으로 한국교원의 임금수준을 한국노동시장 내에서 향상시켜서 우수인력을 교직으로 유인해내고 추가적인 교육재정의 여유분을 교원의 근무여건(학급당 학생수 감축)을 향상시키기 위해 투자하는 것이 필요하다는 정책적인 시사점 제공해주고 있다.

This article discusses the policy implications on teachers through international comparison between U.S teacher salary level and Korean teacher salary level. We need to approach salary comparison in terms of labor market conditions. This can be done by comparing the salary of teacher with college graduates and other jobs with similar skill level to teachers. Also based on reasonable criterion on job difficulties and life expense conditions we needs to compare the teacher salary level between the US and South Korea. The analysis result shows that the U.S. and South Korea teachers receive lower salary than college graduate in each country. Compared with the selected jobs which requires similar skill level, Korea teachers receives relatively higher salary than the US teachers. We can infer that relative low level of teacher salary in the US has caused teachers` high turn over rate in the US, while moderate level of Korea teacher salary level and job security increased attractiveness of teacher. Thus, policy priority should be given to the increase of teacher salary level in order to attract high-quality teachers and improving teacher working condition could be considered as the second teacher policy priority.
