본고는 국어과 수행평가의 실행 양상에서 드러난 여러 문제점에 대한 원인을 정책을 중심으로 검토한 것이다. 수행평가 정책의 공시적·통시적 고찰을 바탕으로, 정책 개발의 논리를 분석하여 문제점을 지적하고, 바람직한 발전 방향 탐색의 통로를 찾고자 했다. 우리나라 수행평가 정책이 갖고 있는 문제점은 다음과 같이 요약할 수 있다. 첫째, 정책 도입의 초기에 정책 수단의 실현 가능성이 충분히 점검되지 못했으며, 정책 집행 단계에서 정책의 환경 변화에 보다 주도면밀하게 대처하지 못했다. 둘째, 수행평가 실행은 전통적인 학교 구조의 전면적인 변화를 요구하는 개혁임에도 불구하고, 우리의 경우 교육 제도나 교육과정 등에 대한 개혁 없이 교사의 책무성에 기반하여 단순히 평가 체제만을 바꾸려 했다. 양적 평가 및 객관적 평가를 중시하는 교육 전통, 성취 기준의 수행 기준화의 어려움, 교사의 평가 전문성에 대한 학생과 학부모의 불신, 학교의 행정적 여건, 교사의 수행평가에 대한 불철저한 이해, 입시 준비로서의 학교 운영의 실체 등과 같은 학교 내외적인 변수들을 교육 정책에 충분히 반영하지 못했다. 우리나라에서 수행평가가 제대로 실시되기 위해서는 근본적 변화를 담보하는 지원과 교육 구조의 개선이 필요하다.

This paper intends to analyze the cause of performance assessment policy failure. The cause of policy failure is as follows. First, policy`s realization possibility was not examined completely at the early stage of policy. And that policy have been practiced not voluntarily but defensively at the execution stage of policy. Secondly, that policy has been practiced depended on a teacher`s sense of responsibility without the amendment of the education system and curriculum. It was not considered that the education tradition in Korean society such as the emphasis of quantitative and objective assessment, the disbelief of teacher`s assessment ability, the abstract features of curriculum as a performance standards and the school as a educational organization for CSAT arrangement and so on will be influence on the policy. We have prepared the support system of teacher for a righteous practice of performance assessment policy. And It`s also necessary to improve educational system.
