이 글에서는 다문화 사회에서 제2언어 교육의 기능과 KSL 교육과정의 목표 설정 방향에 관하여 살펴보았다. 다문화 사회에서 제2언어 교육은 사회 구성원의 권리 실현과 인적 자원의 개발, 사회의 발전과 화합 등 위한 가교로서 역할을 하게 된다. 최근 제2언어 교육은 학습자가 주류 사회의 언어와 문화를 이해하고 동화하는 데서 벗어나 언어 교육을 축으로 하여 문화적 다양성을 이해하고 다문화 사회 구성원이 상호 존중 하면서 공존할 수 있는 방향을 추구하고 있다. 다문화 사회로 진입한 우리나라에서도 다문화 가정 자녀를 위하여 학교 교육에서 체계적인 KSL 교육이 필요하며 이를 위하여 KSL 교육과정의 마련이 시급하다. KSL 교육과정을 설계하기 위한 기초 과정인 목표 설정의 단계에서는 KSL 교육이 제2언어 교육의 동향을 충분히 반영하여야 하며, 다문화 가정 자녀가 사회적, 교육적으로 평등한 성취를 이룰 수 있게 교육 기반 프로그램으로서의 기능을 다할 수 있는 방안을 모색해야 한다. 이를 위하여 이 글에서는 학교 교육을 위한 KSL 교육과정의 목표를 ① 생활 한국어 의사소통 능력의 신장, ② 학습 능력의 신장, ③ 상호 문화적 능력(intercultural competence)의 신장, ④ 국어과 교육에 필요한 배경 지식의 신장, ⑤ 정체성 확립과 공동체 의식의 함양 등으로 제안하였다.

This article reviews the functions of secondary language education and provides with a goal setting in KSL curriculum for a multi-cultural society. Secondary language education in a multi-cultural society functions as a bridge. That is, it helps to realize the right as a member of a society, to develop human resources and the harmony. Korea has proceeded into a multi-cultural society. We need a systemic KSL education at school for students from a multi-cultural family and are urgently in need of KSL curriculum. As a basic step to setting goals in designing KSL curriculum, KSL education must fully involve the trend of the secondary education and seek to function itself as an education-based program to enable the multi-cultural children to reach social and educational accomplishment to an equal extent. For this, this article suggests following as a goal for KSL curriculum at school; 1) to improve communication ability in living Korean, 2) to improve learning competence, 3) improve intercultural competence, 4) broaden the background knowledge necessary for Korean language arts, and 5) to establish the identity and sense of community.
