거버넌스 시각으로 볼 때, 지난 10년의 대북·통일정책은 남북한 교류·협력 활성화라는 정책기조 아래 다양한 행위자들의 협력체계가 이루어지는 거버넌스의 형성기였다고 평가할 수 있다. 하지만 동시에 거버넌스 형성 그 자체가 정책추진의 효율성을 자동적으로 제고하거나, 행위자의 참여 확대가 긍정적 기능으로만 작용했다고 볼 수는 없다. 본 연구는 지난 10년 동안의 대북정책 거버넌스가 일정부분 한계점이 있음을 인식하고 이에 대한 개선방안을 마련하는데 목적이 있다. 즉, 남한 내부의 다양한 행위자는 물론 북한 내부에서 새롭게 태동하고 있는 행위자들과 재외동포를 비롯한 국제사회의 다층적인 행위자들이 상호 연계되는 대북정책 거버넌스 개선방안을 제시한다. 이를 위해 남북관계형 거버넌스 모델 적용의 유용성을 살펴보고, 최근 북한사회 변화를 통해 북한내부의 다양한 행위자들의 출현 가능성을 탐색한다. 이를 바탕으로 남북한의 다양한 행위자들이 연계할 수 있는 북한으로의 거버넌스 확장 방안을 제시한다.

Reunification policies during the last decade encouraged a period of governance when diverse agents set up a cooperative system under the goal of activating exchanges and cooperation between North and South Korea. The purposes of this study are to examine achievements and problems of those policies towards North Korea and to come up with how to improve measures for them. Namely it is to suggest ways to develop North Korea policies that would connect various agents of South Korea, newly emerging agents of North Korea, and the international society`s multi-level agents including overseas Koreans. For these purposes, the authors reviewed the usefulness of the governance model for the relations between North and South Korea and analyzed the possibility of new and diverse agents in North Korea following the latest social changes. Based on the results, plans and ideas were suggested to expand a governance model of Korean unification to North Korea to connect diverse agents of North and South Korea.
