한 사회의 토론 문화 발달 정도와 그 사회의 민주주의 발전 척도와의 관계가 비례한다는 사실은 그 사회에서 개진되는 토론의 빈도나 주제와 관련된 것이라 기보다는 오히려 토론의 과정이 얼마나 민주적으로 진행되느냐에 대한 판단과 관계가 깊다. 그러나 우리 주변에서 진행되는 토론을 보게 되면 상대방의 이야기에 귀 기울이는 모습을 찾기가 어려울 뿐만 아니라 합의에 이르는 절차도 생략되며 자신의 주장을 관철하려는 일방적 주장만이 거듭되는 경우가 많아 토론의 과정이 녹록치 않은 문제임을 절감하게 된다. 그러나 토론에 대한 개념적이고 본질적인 이해 부족이 사회적으로 만연되어 있다고 해서 그리고 토론 문화의 부재라는 현상이 자조적으로 일상화되어 있다고 해서 우리의 토론 현실 을 개탄만 한다거나 쉽사리 용인해 버릴 수는 없는 일이다. 너무나 당연한 얘기지만 토론은 의견 교환이나 공론 생성이라는 사회적 커뮤니케이션의 차원에서만이 아니라 한 사회의 민주주의 발전을 끌어올릴 수 있는 척도라는 점에서도 학문적으로 그리고 실용적으로 끊임없이 고구(考究)되어야 할 필요가 있기 때문이다. 본 연구는 다른 매체에 비해 지속적이고 활발한 토론 프로그램으로 정립되어 온 `TV토론`에 주목하였다. 그 방법적 관점은 매체언어교육적 관점을 취하되 국어교육 교수·학습 현장에 유용하면서도 효과적으로 적용하기 위하여 TV토론에 대한 메타적 접근을 시도하였다. 그 결과 TV토론에 대한 매체언어적 관점은 텔레비전 텍스트를 비판적으로 해독하고 창조적으로 전유함으로써 온전한 의미의 텔레비전 리터러시 교육을 모색하는 데 보다 생산적이고 풍요로운 시각으로 기능할 수 있음을 확인하였다.

The fact that the relations are proportional between the development levels of discussion culture and the development levels of social democracy has close links with how democratic discussion process is being made, rather than with how often themes of social issues are being discussed. But, recently- ongoing discussions find people paying no attention to what others say. And, even the procedures of discussion agreement are often being made. Instead, the repetitively discretional discussions are often found, enabling us to feel acutely that discussion process needs to be improved too much. But, we must neither lament nor accept our unfortunate discussion reality because of the lack of essential understanding on the concept of discussion and the absence of discussion culture widespread in our society and everyday life. Needless to say, discussion has to be considered without cease not only academic but practical perspectives, in the sense that discussion play a role to create social communications and furthermore democratic development. In this regard, the main focus of this research thesis was on `TV Discussion` established as steadfast and active discussion program, compared with any other media. The methodological viewpoint was observed in light of meta- dimension of TV discussion, based on useful and effective application in Korean language education/ teaching/learning field, under the premise of media-linguistic education viewpoint. The result showed that media-linguistic viewpoint on TV discussion can provide more productive and affluent point in the process of seeking more constructive and sound TV literacy education, by interpreting and delivering TV texts in a creative way.
