이른바 세계화의 시대에 지역성과 국지성(局地性)을 특징으로 하는 로컬리티의 문제는 반(反)보편주의의 비판적 함의를 지닌다. 이 논문은, 로컬리티를 주체상관적인 현상학적 장소의 문제로 다루는 데서 출발하여, 단순한 반보편주의를 넘어서는 로컬리티의 변화 지향적인 의미를 타자의 수용문제와 관련하여 궁구하고자 한다. 여기서 주요한 이론적 전거가 되는 철학자는 에마뉘엘 레비나스이다. 레비나스에게서 로컬리티를 본격적으로 논할 수 있는 것은 거주(居住)의 계기에서다. 거주란 분리된 존재인 유한자가 향유의 불안정성을 극복하기 위해 취하는 자리 잡음(localization)이라고 할 수 있다. 레비나스에 따르면, 거주지로서의 집은 세계의 한 지점에 불과한 것이 아니라 객관적인 세계의 출발점이자 기반이다. 더욱이 거주에는 레비나스 철학의 주요 개념인 타자(他者)와 환대(歡待)의 계기가 이미 들어와 있다. 이미 내가 내 거처에 받아들여졌듯이, 타자 또한 나에 의해 내 거주지에 받아들여질 수 있다. 이렇게 타자를 환대할 여지를 지닌 로컬리티는 기존의 동일자적 질서를 넘어서는 변화의 지점으로서 부각된다.

The problematics of locality implies a critique of the universalization in the epoch of globalization. Over such a critique, this paper will investigate the radical meanings of locality, starting from the phenomenological view in which it is treated not as a part of the abstract space but as a place relative to a subject. Especially, the receptibility of the other in locality would be discussed with reference to the philosophy of Emmanuel Levinas. It is in the moment of dwelling that the locality could be an important issue in Levinas` thoughts. The dwelling is a localization of the existent, the separated being, to overcome the instability of enjoyment. Hence, the habitation or the home as a dwelling place is not just a point of the world but a base of the world. Besides, the dwelling involves the moment of hospitality, for I have been accepted in my habitation already. It can be a ground for the hospitality of the other. The locality where such a hospitality is permitted, might be open to the changes beyond the established order of the same.
