본 연구의 목적은 토론 교육에서 다루어지는 논제들을 살펴보면서 교육적 가치와 학생들의 관심을 동시에 얻어낼 수 있는 다양한 논제들을 개발하기 위해 필요한 것들을 알아보기 위한 것이다. 이를 위해 토론 교육이 활발하게 이루어져 왔던 미국의 역대 토론 대회 논제들을 분석해 보고 논제의 경향, 논제 선정의 배경과 교육적 의의를 살펴보았다. 그리고 현재 활성화되고 있는 우리나라 중·고등학생 토론 대회의 현황을 살펴보면서 여러 가지 방식으로 개발되고 있는 논제들을 상호 비교·분석 했다. 또한 논제 선정과 서술 방식을 둘러싼 미국 토론 협회들의 논쟁 과정을 살펴보면서 토론 교육과 논제 선정의 관계에서 고려해야 할 요소를 추출하고 이와 함께 토론 대회 논제와 관련하여 토론 대회 참가 학생들의 설문 조사를 바탕으로 향후 토론 대회 논제 선정 시 고려해야 할 요소들을 점검해 보고 토론 교육의 발전을 가져올 수 있는 논제 선정의 기준에 대해 제안하였다.

The purpose of this study was to verify the importance of proposition in debate education and to research elements which we must consider in selecting the debate resolution. This study analyzed the American NFL(National Forensic League) debate topics from previous years: Policy debate(1946~2008), Lincoln Douglas debate(1979~2007), and also analyzed Korean internal academic debate resolutions for secondary schools(2003~2010). The number of topic was 188 from external, 66 from internal and the criteria of analysis was the boundaries of debate topics, patterns of chronicles, and whether the same phrasing was used or not. This study proposed the following criteria for selecting a proposition in shaping educational choice: a goal of debate education, interests of students, sensitivity to the times, type of debate, and level of student`s ability.
