이 연구에서는 국어과 교육과정 연구에 대해 새롭게 접근하였다. 국어과 교육 과정은 정부나 정당과 같은 정책 주체가 교육 이념을 구현하기 위한 수단으로 사용하기 때문에, 교육정책의 관점에서 연구할 필요가 있다. 앞으로 정책 주체와 교육과정 문서 사이의 관계와 현상을 탐구하는 정책 연구가 활성화되어야 한다. 국어과 교육과정 정책은 정책 주체가 국어과 교육의 이념을 구현하기 위해 교육의 목표를 세우고, 교육 내용과 방법을 개발하여 초중등학교에서 교육 제도와 행정을 통해 국어과 교육을 실행하고, 그 효과를 점검하는 과정에 대한 종합적인 방안을 뜻한다. 국어과 교육과정 연구틀은 내용과 과정의 두 축으로 모색하였다. 내용 축은 국어과 교육의 이념, 목표, 내용, 방법으로 설정하였고, 과정 축은 형성, 실행, 평가로 설정하였다. 8차례 제·개정된 국어과 교육과정을 분석하였다. 그 결과로 국어과 교육과정의 개정 이면에는 당시의 사회 문제를 해결하기 위한 정책적 면모가 있었음을 밝혔다. 다양성의 사회로 진입하는 우리나라의 사회·문화적 상황과 관련하여 국어과 교육을 견인하는 지향점으로서 국어과 교육 이념과 목표에 대한 합의가 필요하다. 이 연구에서는 국어과 교육 이념을 `국어 발전, 국어 문화 창조, 사회 통합`으로, 국어과 교육의 목표를 `국어사용 능력과 정서의 형성`으로 제안하였다.

This paper investigated the Korean subject curriculum(KSC) as an educational policy. Policy groups use KSC as a means to obtain political goals or actualize their ideology. Specially, this paper developed policy study frame of KSC, analyzed the educational policy represented national KSC documents, and suggested the Korean subject`s objective and ideology. Study frame of KSC as an educational policy is consist of two factors, KSC contents and policy process. The former is divided with ideology, objectives, content, and method. The latter is divided with development, actualization and evaluation. Nowaday Korean social and cultual situation are rapidly changing. So, new ideology and objective of Korean subject are needed. This paper suggested `Korean language development, Korean culture creation, and social integration` as a KSC`s ideology, and `the student ability of language use and building emotion of students` as objectives of KSC.
