이 글은 국어 교과서의 편찬, 평가, 사용과 관련되는 정책 및 제도에 대해 살펴보았다. 그 대체적인 내용은 다음과 같다. 먼저 창의성과 다양성을 살리기 위해서는 국정에서 검·인정으로 그리고 궁극적으로는 자유발행제로 이행되어야 한다. 개발 과정에서 발생하는 인력 및 비용의 낭비를 막기 위해 출판사별 출원 교과 및 종수를 제한해야 한다. 그리고 초·중등국어 교과서의 편찬 제도가 다른 것은 합리성이 결여되어 있다. 저학년은 영역별 분책 체제로, 그리고 고학년은 단 권 체제로 편찬하도록 한 규정 또한 근거가 빈약하므로 편찬자들에게 교과서의 구성 체제를 결정하는 권한을 위임해야 한다. 검정 기준은 국어과의 특성을 살려야 하며, 수준 적합성을 판정하는 기준을 추가하되 국어과의 특성을 살려 융통성 이 주어져야 한다. 그리고 검정 기준은 대강화되어야 하며, 그 적용 엄밀성도 달라야 한다. 국정 혹은 검정 교과서만을 사용하도록 국가가 제한하고 있는 규정은 교사의 교육 자유권 및 학습자의 학습권이 보장될 수 있는 방향으로 개선되어야 한다. 사용자의 선택권을 확대하는 구체적인 방안으로는 검정 교과서 자료의 공동 사용과 디지털 교과서의 개발 등이 있다. 국어 교과서 제도는 좋은 국어 교과서를 편찬하여 사용할 수 있도록 하기 위해서 존재해야 한다. 따라서 지나치게 세밀하고 엄격한 규정으로 인해 다양한 가능성들을 차단하는 일은 피해야 할 것이다.

We discussed on some issues about publishing policy, assessing policy and using policy of korean language textbook. We should move from government-issued textbook system to free publishing system in order to raise up creativity and variety. we must make a publishing company can`t apply many textbooks for authorization. The policy that government-issued textbook system is for primary school and textbook authorization system is for middle school is invalid. And author of textbooks must have the authority of making textbook system. There should be some characteristics of korean language textbook in authorization assessment criterions. And there must be a authorization assessment criterions for levels of texts and activities. And authorization assessment criterions have to be generalized for making creative korean language textbook. The regulation that every schools should use only government-issued textbooks or authorized textbooks must be improved. There are realistic methods of extending users` rights of selecting materials, for examples, students and teachers can use any other materials in textbook published by other company and materials in digital textbook.
