Pansori is one of cultural resources shared by South and North Korea. It is also the fastest and the best way to recover homogeneity of the both countries. These common assets of cultural works should be studied, protected and maintained. They require searching the development of North Korea`s Pansori for people to enjoy them widely. That is why this study is written. This study explains the development of North Korea`s Pansori, focusing on art works of Cho Ryoung Chool after he defected to North Korea. He developed artistic activities before the independence of Korea. After 1945, he defected to North Korea. He had been a pivotal figure of North Korea`s cultural fields especially on Pansori and creative sectors of Pansori contents. He also developed various types of artistic activities; poems, dramas, operas and traditional pieces in North Korea. North Korean government purged Namrodang including Park Hun Young until the mid of 1950`s and Kim Il Sung augmented his power. Cho Ryoung Chool could take a chance to survive earlier than other artists defected to North Korea at that time. As a talented writer, he played a leading role; rejected sentences written in Chinese letters or archaic words performed Kim Il Sung`s commands based on people`s nature which means a special feature served by expressing people`s thoughts and feelings on the literature; reflected political and social changes to his works. Directions of North Korea`s cultural policies in the 1960`s was confirmed by the instruction of Kim Il Sung`s `Regarding creation of revolutionary cultural arts` in November, 1964. In `Chunhyangjun` which included forms of the former North Korea`s `national opera` accepted singing styles from the northwestern provinces of Korea, Cho Ryoung Chool was instructed to modify the piece in order to strengthen the collectivity because he had experiences of making popular songs, which is a natural result. Features of North Korea`s performing arts is well explained by the five revolutionary operas created by singing `bangchang` and `jeolga` based on the Korean classical opera in the 1970`s, and by `Chunhyangjun` so called `national opera` consists of North Korean first policy. In other words, Chunhyangjun the national opera reflects achievements of cultural arts of North Korea comprehensively. Meanwhile it is an artistic work which is worthy of positive actions for new systems of social and cultural changes.
