This paper investigated the issues related developing `core standards of reading(CSR)`. The concept, needs, and developing strategy of CSR are reviewed. CSR is an integrated reading skills and strategies which are ready for college and career tasks as a core competences. To satisfy CSR, every students could read various fiction, nonfiction, and media texts independently at their college or career research situation. The 21st century required our students to have core competences. Reading is one of them. So, it is necessary to develop CSR. In the U.S., core standards drafts were developed, and monitored by the public. To develop CSR in Korea, it is necessary to reflect the social needs and the Korean subject curriculum fields such as reading, literature and media. After analyzing the U.S. core standards, this paper presents the development guidelines and example of CSR.
