This paper will analyze the Japanese assembly stenographic from the period when the relationship between Korean and Japan was worsening due to the controversy over Kubota`s statement. Kubota`s statement that was made during the normalization talks between Korea and Japan was withdrawn within six months. However, it took four years and six months for the talks to reopen. When the normalization talks stopped, the Korean government built a light house and placed staying cost guards in Dokdo. Against this, the Japanese government planned to attack Dokdo by military and various manners. However, the Japanese assembly gave up the military action at Dokdo and tried to reopen talks, because the US worried about the aggravating relations between the two countries. In order to reopen the normalization talks between Korea and Japan, the US government arranged an ambassador meeting of ambassadors from both Korea and Japan and meanwhile, the Japanese foreign ministry was criticized by the Japanese assembly for policies against Korea that were not powerful enough. When the normalization talks stopped, the Japanese foreign ministry was in an awkward position, and as a result, efforts to reopen the normalization talks started from the US rather from Korea and Japan. This paper presupposes that in cases of worsened relationships between Korea and Japan regarding the Dokdo issue, there could be compulsory mediation by the US or other countries if Korea and Japan cannot solve the problem themselves.
