정책설계는 행위·제도설계와 사회설계를 포함한다 여기서 사회설계는 어떠한 사회를 만들고자 하는가 하는 사회구성의 계획이며. 행위·제도설계의 시행은 계획된 사회구성을 이루어가는 과정이다. 그러므로 사회설계로서의 사회구성과 행위·제도설계는 상호영향을 미치면서 발전해간다. 이 과정에서 발전적 평가는 한편i로는 어떠한 사회를 만들 것 인가 하는데 대하여 끊임없이 평가정보들을 제공하고 또 다른 한편으로는 비전으로 제시된 구 성하고자 하는 사회를 효과적·효율적으로 구성해 나가기 위하여 끊임없이 행위·제도설계 들을 개선해 나갈 정보들을 산출하여 제공한다, 이 연구에서는 우리나라의 새마을운동 정책사례를 중심으로 발전적 평가가 어떻게 새마을정책의 재설계에 활용되었는가를 설명하였다 그리고 이러한 설명을 해나가는 과정에서는 시스템적 사고와 복잡성개념들을 사용 한 발전적 평가의 설계와 실행의 접근방법들을 논의 하는데 초점을 맞추었다.

This Study explores the interrelationships between social construction and action and institution design, and the use of developmental evaluation during the policy design processes using the case of Korean Saemaul Movement policy development. In order to investigate above mentioned interrelationships and utilization of developmental evaluation, we adopted three distinct evaluation designs, namely explorative evaluation design. predictive evaluation design and self-organizing evaluation design corresponding to the three different organizational system dynamics such as unorganized dynamics, organized dynamics, and self-organizing dynamics. We explained the what are focuses of the each distinct evaluation design, the way of data collections and analyses. In addition, we explained with the Saemaul case study how to use the results of the each different evaluation to redesign the Saemaul Movement policy implemented during the 1970s.
