세계화, 지방화. 정보화의 동장은 정책상황의 상호의존성, 복잡성, 경쟁. 융합 등을 증대시켰으며 이에 대한 적절한 대응으로 정책연구의 문제의식. 전체, 방법 또는 해석의 변 화를 요구하고 있다. 그러나 기존의 논리·실증주의에 기반한 행태주의적 정책이론과 시각 들은 그 설명력에 한계를 드러내고 있으며, 비판이론 동 후기실 중주의 입장의 정책연구 역시 내재적 한계를 극복할 수 있는 근본적인 해결책을 제공하는데 한계가 있다. 본 연구 는 바로 이러한 문제의식에서 시작하였다. 현재 정책연구에서 제기되는 가장 큰 문제는 분절적·단편적 연구로 인한 이론과 현실의 괴려(즉 제한적 설명력) 그리고 연구결과의 제 한적 유용성으로 볼 수 있다. 이러한 문제를 극복하기 위해서는 연합학문적 연구의 강화 또는 학문적 통섭이 필요한데. 최근 생태학에 기초하여 생태계의 유지·발전 원리를 다른 학문분야에 적용하려는 관점과 노력은 정책학을 포함한 사회과학 전반에 새로운 인식의 틀을 제공함으로써 정책연구의 질적 향상에 시사하는 바가 크다고 판단된다 이와 관련하 여 본 연구는 생태학적 관점이 정책연구에서 어떻게 유용한가를 개념적으로 탐색해보고 용호연합모형(Advocacy Coalition Framework)이 생태학적 관점에서 어떻게 보완될 수 있는지를 의약분업사례를 통하여 예시적으로 살펴보았다. 끝으로 현재 진행되고 있는 생태학적 논의의 적용가능성을 제고하기 위하여 극복해야 할 몇 가지 한계를 제시하였다

Emerging phenomena such as globalization. regionalization. And informatization have significantly affected the context of public policies in the way of increasing interdependence. complexity. competition. and convergence among policies or actors. Consequently. problem-consciousness. premises. methodologies. interpretations. or theoretical frameworks are also required to be modified for more appropriate responses. Under the circumstances. there have been increasing debates on whether existing policy theories and perspectives based on positivism and post-positivism are still relevant enough. to explain the new phenomena. Particularly. this study focuses on the gap between theory and practice. which can be in large measure caused by fragmentary research trends and the limited use of research results. In this regard. this study attempts to examine the applicability of so-called ecological perspectives. that is. to see if principles in ecosystem would be applicable to existing policy theories and/or methodologies in developing or revising them. Ecological perspectives in policy studies would enable us to have an opportunity in explaining policy phenomena in a more integrated way. This will. thus. shed light on a possibility for consilience of policy studies with other discipline. To see the empirical power of the perspective. this study compares. though partially. the ecological perspective with the advocacy coalition framework in a case of health policy(i.e.. the separation of prescribing and dispensing drugs in Korea). A few suggestions are also offered for future studies.
