이 글은 정책학에서 탈실증주의의 함의가 무엇이며, 어떻게 연구할 것인가를 논의한다. 계량주의적 연구에 기반한 전통적인 정책학은 사회로부터 탈맥락화되어가고 있다. "짙은" 사회적 맥락을 보고자 하는 질적연구방법은 설문조사를 위한 사전연구로만 주로 기능하며, 하나의 독립적인 연구방법으로 충분히 활용되지 않는 경향이 있다. 탈실증주의 정책학은 인터뷰, 문헌조사 참여관찰 동 민속지학과 역사학 등 질적조사방법으로 정책담론을 수집하고, 사회구성주의, 페미니즘, 후기구조주의 등 탈실증주의에 기초하여 담론을 분석하여 정책을 연구하는 학문을 말한다. 이 글은 전통적인 정책학과 탈실증주의 정책학을 서로 비교하면서, 왜 정책학에서 탈실증주의가 필요한지, 어떤 분야에 효과적으로 적용할 수 있는지, 어떻게 질적조사와 담론분석을 할 것인지에 대해 서술하고자 한다.
This article explores the implication of post-positivism in policy studies and how to do policy studies from the post-positivist perspective. Traditional policy studies built on quantitative research have been decontextualized from social contexts. Qualitative research has been used not as an independent research method for policy studies but often as a preliminary research for quantitative survey. Post-positivist policy studies is an academic field of qualitative policy studies grounded in postpositivism such as social constructionism, feminism, and post-structuralism. It collects policy discourses with qualitative research such as ethnography and historical methods and then analyzes the culture and social contexts of public policies from the post-positivist perspective. Comparing traditional policy studies with post-positivist policy studies, this article addresses why postpositivism is necessary in policy studies, in which areas postpositivism is effective, and how to do qualitative research and policy discourse analysis.
