본 연구는 정책과정분석에서 정책네트워크 모형이 가지는 의의와 한계점을 이론적 ·실천 적 양변에서 고찰하고. 이를 토대로 동 모형이 보다 적실한 정책과정분석의 도구가 될 수 있는 방안들을 제언하려는 것이다. 이를 위하여 우선 정책네트워크 모형의 의의와 전개과정을 약술하였으며. 다음에는 정책네트워크 모형의 이론적, 실천적 한계점들을 유용성. 연구방법론. 분석단위. 분석변수 및 지표. 설명력, 하위유형화. 정책네트워크의 동태성. 행위자들 간 관계의 성격 등의 측면으로 구분하여 논의하였다. 그리고 이러한 논의를 토 대로. 통합적 이론 툴의 개발 필요성. 정책네트워크 모형의 위상 정립. 행위자들 간의 관계형성 및 상호작용을 이해하기 위한 다양한 개념의 수용, 방법론적 편향성의 극복. 분석 변수 빛 측정지표의 개발. 구조 및 상호작용의 측면의 구분. 비교연구의 활성화. 인과관계에 대한 설명력 제고, 정책네트워크 모형과 정책단계의 결합 등을 중심으로 정책과정분석에서 정책네트워크 모형의 적실성을 제고할 수 있는 방안들을 제언하였다.

The primary purpose of this paper is to analyze the significance and limitations of the policy network perspective(PNP) in the analysis of the policy process from both aspects of theory and practice, and then to suggest a way of improving the relevance of the PNP as a tool of policy analysis. For the aim. this paper first gave an outline of the developing story and characteristics of the PNP, and consecutively explored the theoretical and practical limitations of the PNP in analyzing the policy process, in terms of its theoretical utility. Methodology, a unit of analysis, variables and indices of analysis, explanatory power, sub-categorization, the dynamics of policy network, and the characteristics of the relationship between participant actors. Finally, based on the analysis of these theoretical and practical limitations of the PNP, the paper suggested the ways to enhance the relevance of the PNP in the analysis of the policy process from the following regards: Developing the integrative theoretical and analytical frameworks: endowing the PNP as a theory of policy analysis with proper status: accepting diverse concepts for the understanding of the relation and interaction between policy actors: breaking away from a methodological bias: developing the variables and indices of analysis; demarcating the border line between network structure and interactions: activating comparative studies: promoting the explanatory power on causal relations: and combining the PNP with policy stages.
