본 연구는 한국 부동산정책 변천사를 살펴보면서 한국 부동산정책의 기본방향을 제시하기 위해서이다. 이 연구에서 한국 부동산정책 변천사가 검토되고 있으며 향후 한국 부동산정책의 기본 방향은 다음과 같은 점이 강조 되어져야 할 것이다. 첫째, 부동산정책의 일관성 및 신뢰성 확립이다. 둘째, 부동산정책은 선조치적으로 수립해야 한다. 셋째, 부동산정책에서 주택정책의 목표는 실질적인 주거복지 달성이어야 한다. 넷째, 지속적인 확고한 의지를 가진 부동산정책의 위상설정이 필요하다. 다섯째, 부동산정책도 전국적이 아닌 지역화 전략이 필요하다.

This study aims at examining the history of changes in Korean realty-policies and presenting basic direction of Korean realty-policies. In this study, the history of Korean realty-policies was reviewed and the point that Korean realty-policies were proceed hastily by the necessity of time was stressed. Hereafter the baic direction of realty-policies should be established centering following points were stressed. First, realty-policies should be established consistently and trustworthily. Second, realty-policies need pre-management to the whole flow of realty-policies. Third, the purpose of housing-policies among realty-polices should be the achievement of residing-welfare. Fourth, so far realty-policies were made and expired for the other aims such as price stability. The future realty-policies should be the realty-policies considering consistent character of publicity and private right of realty. Fifth, it is important to establish regional realty-policies not national realty-policies.
