현대 도시 문화를 생산하고 소비하는 핵심 공간으로서 공공 문화 시설은 도시의 경제적, 문화적, 사회적 측면 등을 종합적으로 고려하여 효율성과 형평성을 실현할 수 있는 방향에서 입지하여야 하며, 이러한 입지 선정은 체계적이고 분석적인 공간 의사결정 지원이 요구된다. 이러한 맥락에서 본 연구에서는 GIS 기반의 다기준 의사결정분석 기법을 이용하여 인천 시립 미술관의 잠재적 입지 후보지에 대한 입지 적합성을 체계적이고 종합적으로 평가하였다. 또한 공공 시설물 입지 선정 및 분석에 있어 일반적으로 중요시 되고 있는 효율성과 형평성에 의거한 여러 시나리오에 따른 입지 적합성 결과를 제시함으로써, 보다 다양한 공간 입지 선정의 결과를 예상하고 유연하고 합리적인 의사결정이 가능하도록 하였다. 본 연구를 통한 결과는 향후 인천 시립 미술관의 최종적인 입지 선정에 있어 매우 유용한 참고 자료로 활용될 수 있을 것이다.

As a critical space producing and consuming the contemporary urban cultures, the public cultural facilities should be located in the way of realizing efficiency and equity with regard to urban economic, cultural, social aspects comprehensively, and in the location decision, the systematic and analytic spatial decision making support is required. This paper analyzes and evaluates potential candidate sites for the public art museum in Incheon metropolitan city utilizing GIS-based multicriteria decision analysis. Also, this paper suggests several results of the suitability for the candidate sites according to the consolidated scenarios regarding efficiency and equity, which are commonly taken into account in many applications of the public facility siting. This scenario approach would help decision makers to make more flexible and resonable decisions. We expect that our analytical results would be a very useful reference to the actual decision process for the city museum of Incheon.
