The purpose of this study is focused on developing a CPM3(Construction Project Management Maturity Model) in order to resolve the issues resulted from OPM3`s application to the construction project. The CPM3 is designed to evaluate not only technical competences represented by process but also behavioral competences and contextual competences. Prior to the development of new model, the opinions of the experts were surveyed in the manner of Delphi method to verify the applicability of the concept of this study. The applicability of the evaluation components were analyzed through the comparison with CME of USACE, the premier public construction organization in the world, and CM Evaluation Act of ROK Government. The theoretic backgrounds of the model are as follows: CMBOK (Construction Management Body of Knowledge) of CMAA(Construction Management Association of America) and PMBP(Project Management Business Process), an innovative way of USACE were benchmarked as the standard of technical process.
