오늘날의 상적 활동은 정보통신의 발달에 힘입어 대면판매뿐만 아니라 컴퓨터를 통한 가상세계에서의 판매활동도 엄청난 속도로 진행되고 있다. 특히 인터넷을 통한 상적 판매활동은 하루가 다르게 빠른 속도로 성장하고 있다. 본 연구는 인터넷 상거래 발전에 핵심을 이루고 있는 전자화폐의 개발현황과 기술적인 문제점을 살펴봄으로써 향후 새로운 결제시스템의 발전을 위한 정책적 시사점을 제시하고자 하는데 목적을 둔다. 전자화폐에 있어서 가장 중요한 요소는 바로 암호화 기법이다. 인터넷은 안전하지 못한 네트워크로 누구나 마음만 먹으면 네트워크상에서 주고받는 다른 사람들의 데이터를 볼수 있기 때문에 자료암호화는 필수적인 요소이다. 네트워크상의 자료 암호화는 주로 공개키 암호화기법을 사용한다. 두 개의 키(패스워드)로 이루어지는 암호화 기법을 통하여 네트워크상에서 자료를 원하는 사람만 해독할수 있도록 암호화해서 전달하는 것이다. 현재 인터넷상에서 사용자 인증기법으로 널리 사용되는 것은 커버로스(Kerberos)이다. 이는 제3자의 인증서버를 이용하여 사용자간에 인증, 즉 신분의 확인을 인증서버를 통해 하는 것이다. 이와 같이 전자화폐의 사용에는 암호화문제와 인증문제의 해결이 전자화폐 나가서는 전자상거래의 발전에 핵심이 된다고 할 수 있을 것이다.

The purpose of this study is to discuss the situation of development occuring in the process of electronic money in the age of electronic commerce. As the electronic commerce motion by increase of internet use smartens recently, trust problem etc., are happening regarding price payment and so on between person concerned that do electronic commerce. therefore, establishment of safe payment method to prevent when electronic commerce pays the former to get high trust, forgery of transaction and improper acquisition is important. So, electronic money was appeared to realize safe electron payment as new electron payment means for electronic commerce on internet. Electron capital transfer or electron of disbursement settlement means and so on is being expose in general phenomenon for safe settlement in these environment. The Introductions are enactment of the law, establishment of standard of electronic money, expulsion of commerce network for promoting usage of electronic money, and enlargement of market.
