본 논문은 사회적 형성 이론을 근거로 우리나라의 대표적인 외국인 집단인 결혼이주자와 외국인근로자에 대한 사회적 형성과 이에 따른 정책 설계의 영향을 분석하는데 그 목적이 있다. 이를 위한 연구문제는 정부정책설계를 포함한 다양한 요인들이 결혼이주자와 외국인근로자의 사회적 형성의 변화에 어떻게 영향을 미쳤는가이다. 이를 살펴보기 위해, 본 연구는 건국이후부터 이들이 도입되기 전 시기까지 한국에서의 외국인에 대한 사회적 인식이 어떻게 형성되어 왔는가를 살펴보고, 둘째, 외국인근로자와 결혼이주자에 대한 사회적 형성이 어떠한 영향요인에 의하여 사회적 문제가 되었는지, 셋째, 정부정책을 포함한 다양한 사회요인들이 이들의 사회적 형성 변화에 어떻게 영향을 미쳤는가이다. 분석결과 한국인들의 외국인들에 대한 사회적 인식은 일반적으로 일탈집단으로 간주하는 경향이 있었다. 일탈집단으로 출발한 결혼이주자와 외국인노동자 집단에 대한 사회적 형성은 상이한 변화 경로를 보였다. 즉, 전자의 경우에는 일탈집단에서 의존집단으로 변화되는 모습을 보이는 반면, 후자의 경우에는 여전히 기존의 일탈집단에서 크게 벗어나지 못하고 있다. 정부의 정책설계에 있어서도 양 집단에 대한 차이가 발생하는데, 이러한 차이는 정치공학적 측면에서 볼 때 선거권의 유무와 선거에의 영향 등의 요인에 의해 영향을 받는 것으로 해석된다.

Applying social construction theory, this study purposed to explore the impact of public policy and social events on social construction of foreigners, especially colored persons, who reside in Korea. First, this study explored historical contexts in which negative social construction of foreigners have been cumulated since the establishment of Korea. On the basis of this, the study selected two foreigner groups, foreign workers and marriage immigrants, as a target population to investigate changes in social construction through the past decade. Although two groups were introduced in similar period and reasons, their respective social constructions walked different paths because social events as well as government policies to the two groups were different. Though marriage immigrants began as a deviant group, they seemed to move to a dependent group with a help of diverse policies from public agencies. On the contrary, foreign workers have kept classified as a deviant group. These difference can be explained by several causes such as voting power of the group, their social status, and their relations with other policy actors.
