본 연구는 민간투자 사업에 대한 최소수입보장(MRG1)) 제도의 변화과정을 경로의존 모델과 경로진화 모델을 혼합한 새로운 모델을 적용하여 분석하고자 하였다. MRG 제도는 IMF 외환위기 이후 1999년 4월 도입되어 10년 동안 운영된 후 2009년 10월에 폐지되고 새로운 제도인 투자위험분담방식이 도입되었다. 연구결과 MRG 제도는 경로의존 모델에서 제시하는 우연성(contingency)과 결정적 시기(critical junctures)를 계기로 경로가 시작되었으나, 경로진화는 경로의존 모델과 달리 제도 외부요인과 내부요인의 영향을 받으면서 이루어졌다. 경로진화 과정은 전통적인 경로의존 모델에서처럼 급격한 변동으로 이루어지지 않고 기존의 제도에 새로운 내용이 일부 추가, 변경되는 점진적인 정책변동으로 진행되었다.

This study aims at analyzing the policy change on the Minimum Revenue Guarantee(MRG) system of the private investment projects in Korea. The paper draws attention to build up a new model through the application of the path dependency and path evolution framework perspectives. MRG system was introduced in April of 1999 after the financial crisis of 1997, was abolished, and then changed to the new investment risk sharing system in 2009. This paper argues that MRG system was introduced on the condition of contingency and critical junctures, but path revolution perspective was developed by the influence of external and internal factors. Path evolution was not a radical changing process followed by traditional path dependency theory, but a gradual policy changing process that new contents were partly added to an existing system.
