이 연구는 특수교사의 수업 평가를 위한 기준을 만드는데 목적이 있다. 이를 위하여 첫째, 일반 교육의 수업 평가 기준을 특수교육의 특수성에 맞게 수정하고 협의진과의 토론을 거쳐 그 내용을 검토하였다. 그리고 1차 내용타당도를 위하여 특수교육관련 교수 및 교원 30명을 대상으로 각 평가 기준에 대하여 이메일을 통하여 의견을 수렴하고, 그 결과를 중심으로 문항을 수정하였다. 둘째, 6명의 특수교사를 대상으로 현장의 적용도에 대한 현장 검토를 받았다. 현장검토 결과를 가지고 협의진과 연석회의를 하여 2차 문항 수정을 하였다. 마지막으로, 전국에 있는 280명의 특수교사를 대상으로 문항의 신뢰도와 타당도를 조사하여 문항 조정 작업을 하였다. 그 결과, 전체 대영역은 지식, 계획, 실천 3개 영역으로 나누고, 중영역은 지식 영역이 교과 내용 및 교수법 이해, 학생 이해로 나누어지고, 실천 영역이 학습환경 조성과 수업 실행으로 나누어져 총 5개 영역으로 나누어졌다. 평가 요소는 지식영역 4개, 계획 영역 3개, 실천영역 13개로 전체 20개 요소로 나누어지고, 이에 따른 평가 항목은 36개로 나타났다.

The purpose of this study was to establish the criteria on teaching evaluations of special education teachers. To achieve this purpose, the criteria on teaching evaluations which used for general education has been modified to fit specialty of special education. And then it has been reviewed the content has been discussed and agreed with conference group that consist of specialists. The procedure for securing validation was followed as: To make submission for the primary content validation, the opinions were obtained from 30 professors belong to department of special education and special teachers by e-mail, and then the items according to the results have been modified. Second, 6 special teachers have checked over for field application, and the items have been discussed and agreed with conference group for secondary consideration. Finally, Feasibility testing was conducted from 280 special teachers all over the country. Data on validity and reliability were collected. The results of this study were as following: The whole domains were divided 3 areas, knowledge, plan, practice, and individual whole domain were divided the middle domains. The knowledge domain was consisted of subject matters ``understanding on methods of teaching, students, and the practice domain was consisted of creations of learning`` environment, practice of teaching. So the total elements of evaluation were divided 20 elements, 4 knowledge domains, 3 plan domains, 13 practice domains. As the final result, 36 items for the criteria on teaching evaluations were selected.
