본 연구의 목적은 기초생활권(시군)의 경제를 활성화시킬 목적으로 추진하고 있는 지역경제 활성화사업이 과연 지역의 경제를 활성화시켰다고 주장할 수 있는가를 실증적으로 분석하는 것이다. 분석방법으로 절대적 및 상대적인 비교법을 이용한다. 후자는 전자를 보완한다는 의미에서, 즉 상대적인 순위가 거의 변하지 않거나 오히려 낮아지면 추진된 사업은 지역경제의 활성화에 기여하지 못한 것으로 가정하고, 자료의 제한성 등을 고려하여 보통 상대적인 격차의 순위를 나타내는 상대적인 Max-Min 격차(RMMD)의 분석기법을 원용한다. 3개이상의 지역경제 활성화사업을 추진한(하는) 지역들에 대한 소득발생능력의 상대적 순위를 2000년을 기준으로 비교·분석한 결과, 37개 지역들 중 31개 지역에서 상대적 순위가 감소하나 거의 변동이 없는 것으로 나타났다. 그리고 고용창출능력도 대부분의 지역에서 고용자의 절대적인 증가율과 그에 대한 상대적인 순위가 떨어진 것으로 나타났다. 그러므로 지역개발사업은 지역의 소득 및 고용창출에 기여했다는 주장을 할 수 없다는 결론을 얻었다.

The purpose of this research is to analyze the economic effectiveness of the regional development projects for the basic settlement area (Si-Gun). This paper uses the relative max-min deviation index (RMMD) method based on the data of 31 Si-Gun among 37 Si-Gun where 3 or/and 4 regional development projects were carried out. The main results show that the relative ranking of the annually generated regional income has not shifted or rather become worse than before. Furthermore, this trend persists in the relative ranking of the employment creation capability. From the analysis of this paper, we come to the conclusion that regional development projects did not contribute to the increasing of the regional income and employee.
