이 논문은 심층면접조사, 당국의 공식적 내부문건 등 다양한 실증적 자료를 바탕으로 1990년대 고난의 행군이후 북한시장의 제도화 수준에 관한 분석을 시도했다. 북한시장은 공설시장의 외형적 변화를 중심으로 농민시장, 공설시장, 종합시장, 상점형의 순서로 승격하면서 제도화되어 갔다. 즉 1990년대 초 농민시장형태의 장마당이 교통요충지와 도심으로 폭발적으로 양적 팽창으로 하는 형태에서 2007년 대형 상점화 형태로 외형적으로 변화했다. 시장의 외형적 발전과 제도적 수준의 변화는 고난의 행군 시기 무정부 상태에서 혼란을 겪는 과정에서 일반주민에 의하여 형성·발달된 장마당에 대한 정부의 개입·통제·억제와 완화 정책, 일반주민의 생존과 경제적 삶을 영위하려는 본능, 간부관료의 개인축재 욕구, 그리고 새로 등장한 계층으로 부를 축재한 상인 사이에 평화로운 경제생활의 영위, 치안과 질서를 지향하는 사회적 합의의 도출이라고도 분석할 수 있다. 또한 시장 공간은 북한 당국의 세수(Tax), 간부관료의 부정축재의 원동력, 부를 축적한 상인들의 활동공간, 그리고 일반주민의 생존과 자력갱생의 무대가 되었다. 북한에서 상인계층이 존경을 받고 있으며 일반주민, 지도부나 간부관료들이 시장의 발달과 (지하)경제성장의 성과를 향유하고 있다는 점에서 필자는 이미 ``북한경제는 이미 개혁·개방 초기 국면을 넘어섰다``고 평가한다.

This paper is an attempt to analyze the level of institutionalization of the market in North Korea after the Arduous March in 1990`s based on various empirical data including in-depth interviews and the authority`s official internal documents. The analysis results showed that the market in North Korea could be divided into four stages focusing on the external changes. The first stage was from 1994 to 1997 in the form of farmers` markets. The second stage was from 1997 to 2002 in the form of public market in accordance with the policies of changing the farmers` markets into the public farmers market. The third stage was from 2003 to 2006 in the form of general market and the fourth stage is from 2007 to the present. In this sequence of stages, the market in North Korea has been upgraded and institutionalized. In short, the marketplace in the form of farmers` market in the early 1990s has been changed externally into the form of explosive quantitative expansion in downtowns and transportation hubs and into the form of large stores in 2007. In other words, considering the facts that the merchant class is respected in North Korea and not only the general population but also the leaders and the government officials have enjoyed the performance of the market development and the economic growth with unjust enrichment in the past, I conclude that ``North Korean economy has already surpassed the initial phase of reform and opening``.
