A multicultural society consists of people, who have different conventions, manners and cultures. It could become a chance, to develop a new cultural identity of the society. But through a fast increase of heterogeneity it could also threaten a minimal consensus which is a necessary condition of any stable society. In this sense, I think, the problems of multicultural society lies in the problem of difference, otherness, etc. So the important point of multicultural education lies in the question, how we could create a common way of life, which make a productive transaction between strangers possible. But this is not so easy as we expect. We can see it easily through the history of countries which has already experienced multiculturality and multi-ethnicity. In this article, I have reconstructed the development of german intercultural education from the viewpoint of the other and stranger. With this background I have examined three theoretical concepts of the other: 1) the other as privative being(Plato, Aristotle), 2) the other as a moment of self-realization(G.W.F. Hegel) 3) the other as a complementary being of self(G. Simmel). Thereafter, I have insisted that we should try to extend steadily a cultural social consensus between strangers, which is possible through a democratic dialog with a hermeneutic sensitivity.
