조직에 도입되는 정보통신기술은 유형·무형의 영향을 가져오며 이를 측정하기 위하여 객관적인 측정 외에도 인식의 측정이 시도된다. 본 연구는 정보시스템 사용의 영향요인을 시스템 특성 요인인 시스템 품질과 정보품질, 사용자의 내적 인지 요인인 인지된 유용성과 사용자 만족도로 설정하고 이들 요인이 정보시스템의 성과로 볼 수 있는 시스템 사용으로 연결되는지를 실증적으로 분석하였다. 온-나라시스템을 사용중인 중앙행정기관 공무원을 대상으로 설문을 실시하여 구조방정식 모형으로 분석한 결과, 첫째, 시스템 특성 요인 중 하나인 정보품질은 인지된 유용성에 유의미한 영향을 미치는 것으로 나타났다. 그러나 정보품질이 사용자 만족도에는 통계적으로 유의미한 영향을 미치지 않는 것으로 나타났다. 시스템 특성 요인의 다른 하나인 시스템 품질은 인지된 유용성과 사용자 만족도 모두에 유의미한 영향을 미치는 것으로 나타났다. 둘째, 사용자의 내적 요인 중 하나인 인지된 유용성은 사용자 만족도는 물론 시스템 사용에도 유의미항 영향을 미치는 것으로 나타났다. 내적 요인의 다른 하나인 사용자 만족도 역시 시스템 사용에 유의미한 영향을 미치는 것으로 분석되었다. 이러한 분석들을 토대로 공공조직에 도입된 정보시스템의 특성과 이에 대한 사용자의 내적 인지 요인과 사용행위 간의 구조적 관계에 대해 논의하고, 이론적·실천적 함의를 제시하였다.

This study examines the effects of determinant factors on the use of information system in terms of IT factors and internal factors among public users. System quality, information quality, perceived usefulness and user satisfaction were the identified variables from previous researches for each factor. On-nara Business Process System, launched on January 2007 across all departments in Korean central government, is the locus of this study for the survey of 444 end-users. A structural equation model has been tested for the variables of system quality, information quality, perceived usefulness and user satisfaction that take effects on system use. The test result shows that system quality is a statistically significant variable on perceived usefulness and user satisfaction, so is information quality on perceived usefulness. This information quality variable, however, comes out not to be statistically significant on user satisfaction. Perceived usefulness variables is found to be statistically significant both on user satisfaction and system use, so is user satisfaction variable on system use. Policy implications to enhance system use in public administration are discussed after this study concludes those findings.
