본 연구의 목적은 지방자치단체의 공공서비스 전달을 위하여 도입되는 민간경영기법 중대표적으로 추진되는 민간위탁 정책이 여러 가지 제약요인으로 인하여 본래 의도한 정책의도를 달성하지 못하고 있는 현실과 한계에 대하여 분석하는 것이다. 분석결과 우리나라 공공부문에 민간위탁을 도입하여 실제로 운영되는 과정에서 여러 가지 제약요소로 인하여 한계를 가지는 것으로 나타났다. 특히 민간위탁 대행업체의 선정에서 탈정치적 성격과 정치적 민감성, 업체의 영세성과 경쟁의 한계, 제도적 안정성으로서 목표의 상충, 공무원의 전문성 부족과 지침의 충돌로 인하여 제약되고 있었다. 이러한 분석결과의 시사점은 정부예산절감, 효율성 증대 등을 강조하면서 공공부문-특히 지방자치단체-에 민간위탁 정책이 도입되고 있지만 그 실제는 제대로 운영되지 않을 수 있으며 많은 한계를 가질 수 있다는 점이다. 민간위탁이 잘 운영되기 위해서 지방자치단체는 어떤 대행업체를 선정할 것인가에 대하여 끊임없이 고민해야 하며 계획적으로 추진하려고 노력해야 한다. 민간위탁 대행업체의 선정을 계획적으로 추진하는 것이 중요한 이유는 민간위탁 정책의 도입을 통하여 해당 업무의 효율성 변화가 일어날 뿐만 아니라 이와 더불어 서비스 공급 본질상의 변화가 일어날 수 있기 때문이다. 그러므로 공공부문에 도입된 민간위탁 정책의 목표는 단순한 비용절약이어서는 안된다. 민간위탁 정책을 도입하고 이를 추진하기에 앞서 계획단계에서부터 조심스럽게 접근해야 하며 실제로 공공서비스 제공의 책임성을 확보할 수 있는지 고민해야 할 것이다.

This study analyzes the realities and limitations of contracting-out policies by local governments of public services and their constraints. According to the results of the study, limitations of government services originate from these constraints which stem from the contracting out key operational process. Contracting these processes creates problems beginning with the selection of the particular agency. The selection process involves the interaction of several political factors, the competition for scarce capital, intense competition among corporations, contrasting goals within a particular government agency and a lack of professionalism by these agencies because of conflicting guidelines. According to the study, contracting-out policies in the public sector need to emphasize reduced government budgets and increased efficiency. However, there are several practical problems and limitations. First, in order to successfully award contracts and promote public efficiency, local governments must go through a careful decision-making process. Second, there must be clear criteria and timeline for agency selection. The goal of these policies is not simply cost reductions. The choice of a particular agency is important for two reasons: greater economical efficiency of public services and the smooth transition of public service delivery through new contracting-out policies. Lastly, there needs to be a more prudent approach in the planning phase in order to secure accountability in supplying public services.
