본 연구는 "근대 국민국가의 영토 속에 위치한 로컬이 어떻게 국가권력에 의해 포섭·배제되고, 로컬인의 삶의 변화와 갈등이 발생하는가"를 체계적으로 밝히는 작업이다. 이를 위해 Agamben의 정치철학을 길잡이 삼아 1962년 국가권력에 의해 지정된 울산공업지구를 사례로 분석하였다. 울산공업지구의 지정은 국가권력(혹은 통치권력)에 의해 결정된 예외상태로 볼 수 있다. 따라서 공업지구에 속한 주민은 ``법의 지배``에 의해 포섭된 뒤 배제된 상태에 놓이게 되면서 법이 보장하는 권리를 행사하지 못 하게 되었다. 그리고 주민들의 삶의 터전은 사회적·문화적·역사적 의미를 갖는 구체적 장소에서 국가권력과 자본의 논리가 일반적으로 관철되는 추상적 공간으로 탈바꿈하게 되었다. 주민들이 국가권력에 의해 포섭되어 배제된 상태에 대한 저항은 1960~1980년대 억압적 시대였음을 감안할 때 뚜렷하게 나타나지 않았다. Agamben의 정치철학은 주권권력에 의한 로컬의 포섭과 배제에 따른 로컬인의 저항을 고찰하고 미래 대안을 제시하는 데 한계가 있다. 향후 본 연구의 이론적 틀은 주요 개념들 간의 관계를 정치화시켜 다양한 경험적 사례에 적용시켜 볼 필요가 있다.

The aim of this paper is to systematically investigate how locals in a nation-state were inclusively excluded by the nation`s sovereign power and therefore local people`s life has been changed. To do that, the Ulsan Industrial District (UID) designated by the nation`s sovereign power in 1962 has been analyzed by the theoretical framework based on Giorgio Agamben`s political theory. The designation of the UID can be interpreted as the state of exception produced by the nation`s sovereign power. So the residents were inclusively excluded by the rule of law and they did not implement their rights given by sovereignty. The living place of local residents with social, cultural and historical meanings has been transformed as an abstract space in which the nation`s sovereign power and the logics of capital can be freely workable. It is not explicitly shown for the local residents to resist the state of exception under the oppressive conditions in the 1960s to the 1980s. Agamben`s political theory has a limit in both the residents`s resistance and future alternatives to the inclusive exclusion by the nation`s sovereign power. In the future, the theoretical framework based on the major concepts of Agamben`s political theory should be articulated in terms of the relations of the selected concepts and it be applied to different cases.
