석유화학산업은 수많은 종류의 위험물질을 다량으로 취급하는 시설들이 밀집되어 있어 재난발생 시 대형재난으로 확대될 위험성이 높다. 미국, 영국, 일본 등 선진국에서는 다양한 석유화학 관련 재난이 적절하게 대응할 수 있는 교육훈련 시설 및 프로그램을 운영하고 있다. 그러나 국내의 경우 아직까지 석유화학 관련 재난에 적절하게 대응할 수 있는 교육훈련 시설 및 프로그램은 미흡하다. 따라서 본 연구에서는 석유화학 관련 재난에 적절하게 대응할 수 있는 석유화학 재난대응 종합교육훈련 프로그램 및 시설을 제안하려 하였다. 이를 위해 본 연구는 국내?외 석유화학 재난대응 교육훈련 프로그램 및 시설 현황을 검토하고, 이를 토대로 전문가를 대상으로 델파이 조사를 실시?분석한 후, 구체적인 석유화학 재난대응 종합교육훈련 시설 및 프로그램을 제시하였다.

It has been indicated that highly accumulated facilities storing and producing hazardous materials would make petrochemical industry vulnerable to fire and leaking accidents. In order to respond properly to catastrophic disasters, leading countries in petrochemical industry such as U.S., U.K. and Japan have developed well established programs and facilities for education and training. Despite the rapid growth in that industry, however, Korea has not fully focused on establishment of education and training programs and related facilities. In this paper, we investigate the current education and training programs and facilities for petrochemical disaster response in Korea, U.S., U.K. and Japan. Also, we conduct Delphi survey to the experts on priorities in education and training programs and facilities. Consequently, as a prior policy recommendation, we suggest the comprehensive programs and facilities for education and training.
