본 연구에서는 복지국가발전에 영향을 미친 다양한 요인들 중 정치적 요인, 특히 정당이데올로기의 역할에 대해 고찰한다. 대부분의 기존 경험연구들은 복지국가발전에서 정치적 요인의 역할을 단순히 정당 이데올로기-좌파 정부 또는 우파 정부-가 어떤 영향을 미치는가에 초점을 두고 있다. 그러나 정책결정은 정치구조 속에서 다양한 행위자들의 상호이해관계 내지 힘의 균형에 의해 이루어진다. 따라서 정당 이데올로기의 역할은 정치구조의 맥락 속에서 관찰해야 한다. 본 연구에서는 어떤 국가에서 정당 이데올로기가 영향을 미치며, 어떤 국가에서는 정당 이데올로기가 큰 영향을 미치지 못하는지에 대해 정치구조의 맥락 속에서 살펴본다. 특히 본 연구에서는 양자 간의 관계를 거부권 및 거부행위자 이론을 중심으로 고찰한다. 15개 선진 복지국가를 대상으로 1960-2000년 기간을 고찰하며, 연구 특성상 통합 시계열자료 분석을 사용하지 않고 각 국가를 대상으로 시계열 분석하여 관찰하였다. 경제·사회·인구학적 요인들을 통제변수로 사용하여 분석한 결과, 핀란드, 영국 및 미국에서는 기존 연구와는 달리 좌파정부가 복지국가발전과 음(-)의 방향성을 띠는 것을 발견하였으며, 정당 이데올로기가 영향을 미치지 못하는 국가들은 대부분 권력분점 및 분권화가 높은 권력 분산적 정치구조를 띠고 있음을 발견하였다. 특히, 본 연구에서는 Lijphart(1999)의 정치구조에 대한 유형별 분류가 부분적으로 옳음을 발견하였다.

The objective of this research is to re-examine the role of political ideology in the welfare state development. Most empirical researchers tend to simply measure the impact of political factor on the welfare state development with political ideology, especially leftist partisan government. They might ignore the interaction between political ideology and a political structure. A policy decision is made by mutual interests and a balance of power among political actors in a given political structure. The role of political ideology, therefore, should be examined within the political structural context. This study analyzes why the political ideology plays an important role of the welfare state development in some countries and does not in others in the context of a political structure. The task is accomplished by veto points and veto players theoretical approaches. The scope of the research is fifteen advanced industrial democracies in the period from 1960 to 2000. Time series analysis as a statistical method is applied to each country. The study finds that most countries in which political ideology does not play an important role have a divided and decentralized political structure. The study also reveals that the finding is partially explained by Lijphart’s typology of political structures.
