본 연구의 목적은 ACMS 모형을 한반도대운하사업의 정책형성과정에 적용하여 정책산출이 도출되기까지의 상호작용과 그 요인을 고찰하고, 이러한 분석이 갖는 시사점을 조명하는데 있다. 분석결과, 외적변수에 영향을 받은 찬성옹호연합과 반대옹호연합은 성장권의 정당성과 환경권의 정당성 등을 공유하게 된다. 이러한 상황에서 이명박 전시장이 한반도대운하프로젝트를 공개하고, 이에 따라 정책형성의 창이 열리면서 시발기, 변동기, 그리고 정착기에 걸쳐 본격적인 상호작용이 진행되게 된다. 결국, 시기별로 힘의 우위가 바뀌는 등 치열한 게임의 장이 벌어지지만, 법원의 중개로 대운하사업에서 변동된 4대강사업은 정착되고, 창은 일단 닫히게 된다. 결과적으로, 4대강사업을 본격적으로 추진하게 된 것이다. 이러한 분석을 근거로 일정부분 시사점을 도출할 수 있는데, ACMS 모형에서 시사하는 주요 연구결과물이 본 사례에 반드시 일치하지는 않았다는 것이고, 상당부분의 외적변수에 긍정적 영향을 받은 옹호연합에게 전반적으로 유리한 결과가 도출되었다는 것이며, 민간부문도 중요한 정책행위자가 되었다는 것이다. 그리고 복잡하고 치열한 상호작용 속에서도 정책형성과정에는 일정한 경계적 질서가 존재하였다는 것이고, ACMS 모형이 우리나라의 정책사례를 체계적으로 조명하는데 일정부분 검증되었다는 점 등이 그것이다.

The purpose of this study is to find interaction, factors and implications of the Grand Korean Canal policy formative process using ACMS framework. According to the analysis of Grand Korean Canal policy formative process, stable external parameters and dynamic external events are work with limit or advantage to the policy subordinate system. And the trigger mechanism(policy alternative stream) by opening to the public of Grand Korean Canal Project opens window of the policy formation. And window of the policy formation is composed of fierce interaction over starting period, changing period, and established period. Finally, the window is closed by the court judgement contained maintenance of the 4 great rivers project. Meanwhile, implications of this study are discordance between ACMS framework's study outputs and this study outputs, high influence of the private sector, advantageous result deduction of advocacy coalition affectioned to external parameters of advantage, limitans order of policy formative process, and theoretical proof of the ACMS framework, etc.
