본 연구는 기업의 연구개발, 기술혁신활동을 지원하기 위하여 한국 정부가 사용하는 유인 정책수단인 연구개발 조세지출과 연구개발 보조금의 현황과 특징 그리고 기업 혁신활동에 미치는 영향을 고찰하는 것을 목적으로 한다. 이 두 정책수단을 비교하는 주된 이유는 연구개발 조세지출과 연구개발 보조금이 기업 기술혁신을 촉진하는 수단으로서 대체적관계이기 때문이다. 주요 결과는 다음과 같다. 첫째, 세계적으로 연구개발 보조금에 비해연구개발 조세지출의 중요성이 높아지고 있지만 한국에서는 연구개발 조세지출보다 연구개발 보조금을 선호하는 것으로 나타났다. 둘째, 연구개발 조세지출 수혜 기업의 많은 비중이 연구개발 보조금 또한 수혜 받고 있는 것으로 나타나 정부 재정지원 대상이 제한적인 것으로 나타났다. 셋째, 연구개발 조세지출과 연구개발 보조금 모두 기업이 기술혁신을 시도하고 궁극적으로 기술혁신을 도입하는데 긍정적인 영향을 미치지만 조세지출의 효과가 보다 크며 특히 창의성이 높은 기술혁신일수록 조세지출이 더욱 중요한 것으로 드러났다. 마지막으로, 연구개발 조세지출과 연구개발 보조금을 동시 수혜 받았을 경우 오히려 혁신 도입에 부정적 영향을 미치는 것으로 분석되었다. 이와 같은 결과는 둘 다 수혜받은 경우 모럴헤저드가 발생하여 지원받은 국가 재정을 혁신활동 보다 다른 분야에 투자하고 있을 가능성을 제기하고 있어 이 부분에 대한 더욱 면밀한 추가적인 연구가 요구되고 있다.

This article reveals the characteristics of policy instruments used to support business innovation in Korea and then analyzes the effects of them. The findings are as follows. First, the Korean government has greatly preferred direct support to business innovation in the form of competitive grants or subsidies rather than indirect schemes such as tax expenditures. This is significant as the OECD reports that use of indirect funding has tended to rise around the world. Second, around 75 percent of companies that received tax expenditures also got direct funding, indicating that only a limited group of companies received the government’s financial support during the observation period. Third, the analysis reveals that indirect schemes including tax expenditures are more effective to promote business innovation rather than direct funding, especially when it comes to the introduction of high innovativeness to companies. Lastly, the reception of both direct and indirect funding leads to the negative effects on business innovation. It could be caused by the crowding-out effects. More research needs to be conducted to arrive at a more sound conclusion in respect to this.
