최근 급속히 늘어난 정부연구개발예산의 지출규모에 비해 그 성과가 제대로 창출되고 있는가에 관한 투자효율성의 이슈가 꾸준히 제기되고 있다. 이에 본 연구는 정부연구개발 예산의 지출규모에 영향을 미치는 결정요인들을 실증분석해서 정부연구개발예산의 적정규모에 관한 경험적 분석모형의 수립에 기여하는 데 그 목적이 있다. 이를 위해 점증모형과 정책결정요인론을 통합한 연구모형에 따라 1970년~2009년까지 40년간을 분석기간으로 설정해서 1인당 정부연구개발예산과 정부연구개발예산 비중을 종속변수로 설정하였다. 분석결과 정치적 요인인 대통령의 정책의지와 점증요인은 1인당 정부연구개발예산과 정부연구개발예산 비중에서 공통된 결정요인이었다. 경제적 요인인 물가상승률은 1인당 정부연구개발예산만에 긍정적 영향관계로 나타났다. 하지만 민간연구개발투자와 국민총생산은 1인당 정부연구개발예산과 정부연구개발예산 비중에 직접적인 영향을 미치지 않았다. 오히려 정부연구개발예산은 국내총생산 증가에 직접적인 영향을 미칠 뿐만 아니라 민간연구 개발투자와 보완효과가 발생해서 국내총생산 증가에 간접적으로 기여함을 파악할 수 있었다. 이러한 분석결과는 우리나라의 경우 그동안 대통령의 정책의지가 정부연구개발예산에 반영되어 공급자 중심으로 정부연구개발예산의 투자규모가 꾸준히 확대되었음을 말해준다. 따라서 수요 지향적인 정부연구개발예산의 배분체계를 구축해 나갈 필요가 있다. 또한 정부연구개발예산의 중장기 재정소요 전망을 통해 그 적정 지출규모를 체계적으로 관리하여 투자효율성을 제고해야 할 것이다.

Recently, there have been constant debates on whether or not the size of R&D budget expenditure affects the results. This study aims at uncovering the determinants that influence the size of R&D budget expenditure and contribute to establishing experimental models on the appropriate size of R&D budget. Based on the integration model of the incremental model and the policy-making determinant model, this study focuses on determinants of R&D budgets per person and weight of R&D budgets in the national budget from 1970 to 2009 in Korea. The results of this study are as follows: First, the president’s will as political factor and the incremental factor were the common determinants of the R&D budget per person and the weight of R&D budget. Second, the price rate increased only the R&D budgets per person. Third, the private R&D investment and GNP did not have direct impacts on the R&D budgets per person and the weight of R&D budget. These results imply that president’s will has been stronger determinant of the R&D budget than other factors. The size of financial investment in R&D has been expanded from the investor’s aspect. Therefore, this study shows that it is necessary to establish a financial system to allocate R&D budgets according to the demand.
