이 논문의 목적은 우리나라 소득불균등 연구에 쓰이는 각종 통계자료와 이를 바탕으로한 연구결과물을 종합적으로 검토해 봄으로써 장기적으로 우리나라 소득불균등의 실상에 대한 연구를 위해 현존하는 기초통계자료 및 분석기법을 어떻게 보완할 것인가에 대한 논의를 하고자 한다. 특히, 2005년도 이전 통계청에서 발표하는 도시가계 소득 자료의 한계점을 논의하고, 또한 분석기법별로 기존 연구물을 체계화하여 소득불평등도에 대한 전반적인 추정치 편차를 강조함으로서 우리나라 소득불평등도에 대한 종합적인 분석을 시도 하였다. 결론적으로 각종 불평등지수 추정치는 기초하는 통계자료에 따라 다르게 추산되며, 가구단위의 부의 편중에 대한 통계자료가 특히 미비하기 때문에 실증적으로 소득불평등도가 어느 정도 심화되었는지 통계적 분석을 통해 추정하기 어렵다는 점이 드러난다. 따라서 앞으로 가계자산보유현황에 대한 지속적인 자료 수집이 필요하며, 소득 불평등도를 조사 발표함에 있어 Gini계수의 표준오차범위를 추정하여 발표하는 것이 중요하다.

This study aims to discuss the limitations of a number of income survey data in Korea that are widely used in income inequality literature by performing a meta-analysis, and to suggest directions to mitigate such limitations by promoting the use of standard error estimations when analyzing the trend and changes of income inequality over time. Especially, this study exposes the data sampling limitations of the Korean Urban Household Income and Expenditure Survey before 2005 as well as the wide discrepancies of empirical estimates of income inequality measures from a variety of income data survey. This study finds that the estimated income inequality indexes produces large discrepancies depending upon the income survey data used for the estimation, and almost all of the current income survey data lacks informations on wealth and assets/liabilities at the household level, thereby making the scientific redistributive policy discussion based on empirical evidences difficult.
