지금까지 특별교부세 배분에 있어 행정자치부 관료들의 지대추구 행위가 작용할 것이라는 추측은 무성했으나 그 존재 여부와 영향 정도를 실증 분석을 통해 검토한 적은 없었다. 이에 본 논문은 전국공무원노조가 공개한 전국 234개 시·군·구의 2005~2006년 2개 년도에 걸친 특별교부세 세부 내역별 자료를 이용하여 특별교부세 배분과정에서의 행정자치부 관료들의 지대추구 행위에 대한 실증적인 근거를 제시해 보고자 하였다. 지역별 특별교부세 총액에서 비정치적으로 결정된다고 볼 수 있는 재해대책수요분과 그 잉여분을 이용한 우수단체재정지원분을 뺀 나머지를 종속변수로 하여 분석한 결과 행정구역 가변수, 재정자립도와 같은 사회경제적 변수들과 더불어 행정자치위원회 소속 지역구의원 존재여부와 행정자치부(구 내무부) 관료출신 지방자치단체장 존재 여부와 같은 정치적 변인들이 아주 유의미한 영향 요인인 것으로 파악되었다. 특히 행자부 관료 출신 지자체장 존재 여부는 매우 안정적이고 일관되게 유의미한 변수로 나타나고 있어 행자부와 행자부 관료 출신 지자체장 간의 긴밀한 유착 관계가 실증적으로 드러난 것으로 볼 수 있다. 이로써 그동안 의혹만 무성했던 특별교부세 배분과정에서의 행자부 관료들의 지대추구 행태를 실증 분석을 통해 확인할 수 있었다.

Until now, the officials of Ministry of Government Administration and Home Affairs (MOGAHA) have been suspected to rent-seek in the allocation of Special Revenue Sharing (SRS). However, the empirical study of the intervene and influence of the bureaucratic rent-seeking behavior in the allocation process is seldom conducted. Based on the data published by the National Public Servant’s Union, this paper analyzed that the bureaucratic rent-seeking behavior of MOGAHA’s officials influences on the allocation of SRS to 234 local entities for the period from 2005 to 2006. The results show that together with the socio-economic variables like financial independence and administrative district dummy variables, whether a district representatives of the region is a member of Government Administration and Home Affairs Committee(GAHAC) and whether the mayor of local entity is the former official of MOGAHA. Specially, whether the mayor of local entity is the former official of MOGAHA has a very stable and consistently significant influence on the allocation of SRS. It could be revealed the close relationship between the former and the incumbent officials of MOGAHA.
