현재, 중국, 러시아, 일본 3국은 남부쿠릴열도와 센카쿠열도의 영유권에 대한 국제법적 근거나 역사적 배경을 둘러싸고 심각하게 대립하고 있다. 각국의 입장이 워낙 현저하게 대립되고 있어서, 가까운 시일 내에 이 문제가 평화적으로 해결되기는 용이하지 않다. 우리는 일본의 이러한 도서 분쟁에 대한 역사와 쟁점을 주목하지 않을 수 없다. 독도 문제는 일본의 입장에서 볼 때 전후 미해결된 자국의 영토 문제의 하나로 존재하고, 또 남부쿠릴열도와 센카쿠열도 분쟁 자체도 독도에 대한 한일 간의 갈등과 유사한 점이 많기 때문이다. 따라서 이러한 문제들은 일본의 미해결 영토 문제 전체의 맥락에서 분석하고 이해할 필요가 있다. 이러한 사정을 고려하여, 이 연구에서는 일본의 영토 분쟁 중에서 센카쿠열도와 남부쿠릴열도에 대한 관련 문제들을 살펴보았다. 특히, 국제분쟁의 평화적 해결에 대한 법사학적 접근을 전제로 하여, 분쟁 도서의 역사, 명칭 및 범위에 대한 갈등과 대립을 중심으로 고찰했다. 일본의 각 영토 문제에 대한 이중적 입장은 우리가 독도 문제에 대한 대응책 마련에 있어서 특히 주목해야 할 부분이다.

This study surveys the issue of the Senkaku Islands and the Southern Kurile Islands out of Japan`s several territorial disputes, placing stress on name, history, state position, boundaries, and implication to Dokdo. Today, Russia, China and Japan continue to have a variety of opposing opinions in connection with the territoriality over these islands. From the perspective of a third party, it may not be easy to regard the opinion of a state party as appropriate. Russia, China and Japan stick to their respective opinions that the territoriality of its own country over the islands is unquestionable under international law or from historical point of view. As there is a great difference of opinions among the three states, the propriety of territorial dispute around these islands does not Look to be resolved in the near future. Anyway, we can not help paying sharp attention to the progress of this dispute. It is because there is considerable similarity between the Dokdo issue and the other two territorial disputes of Japan: disputes over the Senkaku Islands and the Northern Islands. So, after examining relevant historical and legal issues relating to this dispute, we should prepare for the incessant Japan`s territorial claim over Dokdo. Japan holds a view that keeping occupation over its own territory is the best policy, whereas it insists that it should keep raising objections to other countries` occupation of the disputed territories. Thereupon, we should have a deep understanding of Japan`s self-contradictory attitude towards relevant territorial disputes, and then we should work out a rational countermeasure with regard to Dokdo based on cool judgment.
