본 논문의 목적은 Rothstein & Teorell의 불편부당성의 의미와 한계를 정부의 질 논의의 이론적 배경과 논거 속에서 살펴보는 것이다. 논문은 다음의 세 단계로 진행된다. 첫째, 기존정부의 질 연구는 정부의 질을 평가하는 다양한 규범적 지표를 논의하고 있으나, 어떠한 이론적 배경과 맥락에서 이러한 지표가 개발되고 제시되었는지에 대해서 충분히 답하지 못하고 있다. 따라서 불편부당성 규범의 내용과 함의를 구체적으로 분석하기 전에, 정부의 질 논의에서 사용된 다양한 지표가 나오게 된 이론적 배경과 논거를 먼저 살펴본다. 둘째, 불편부당성의 규범을 소개하고 이를 자세히 분석해 본다. Rothstein & Teorell이 제시한 정부의 질의 "기본 규범"으로서의 불편부당성에 초점을 맞추어, 불편부당성이 무엇을 의미하는지, 어떤 근거에서 불편부당성이 좋은 정부의 성격에 부합하는지, 불편부당성이 어떻게 구현되는지, 불편부당성이 구현된 정부는 어떤 정부인지에 관해 구체적으로 알아본다. 마지막으로, Rothstein & Teorell이 제시한 불편부당성의 규범의 의미와 한계를 앞서 살펴본 정부의 질 논의의 이론적 배경과 논거 속에서 찾아본다. 불편부당성의 함의와 한계를 그것이 나오게 된 이론적 배경과 논거를 고려하여 기존에 논의된 정부의 질 지표와의 관계 속에서 살펴봄으로 써, 전반적인 정부의 질 논의의 내용을 보다 풍성하게 하는데 이 연구의 의의가 있다.
The purpose of this paper is to examine the norm of impartiality posed by Rothstein & Teorell. Rothstein & Teorell proposes impartiality as a ``basic norm`` for theorizing good government and as a prior normative standard for assessing the quality of government. The paper comprises three parts. First, given that few studies of the quality of government scholarship have focused on the theoretical and philosophical discussion of the quality of government and normative indices for assessing the it, this paper briefly overviews the theoretical background and philosophical rationale for the quality of government and normative indices for it. Second, it introduces and analyzes the norm of impartiality suggested by Rothstein & Teorell, primarily focusing on the questions of how impartiality qualifies the feature of good government, how the norm of impartiality can possibly be implemented and realized, and what the government where the norm of impartiality is actualized would be like. Lastly, it discusses the contributions as well as limits of impartiality in light of the theoretical background and philosophical rationale for the quality of government.
