본 논문은 국제 탄소배출권 시장의 현황과 운용 구조 분석을 통해, 국내 탄소 배출권 시장의 형성과 한국 기업의 온실가스 배출 저감을 위한 정부의 역할(혹은 개입 방식)을 살펴본다. 탄소 배출권의 거래 가격은 다양한 저감기술의 존재, 지역적·산업 구조적 특징, 그리고 관련 리스크 등에 의하여 매우 개별적인 가격 형성 과정을 거치게 되므로, 효율적으로 기능하는 시장을 확보하기 위해서는 초기 단계에서의 정부 개입이 필요하고, 정부 개입의 효과를 담보할 수 있는 정책 도구로서의 적정 할인율 도출이 요구된다. 본 연구의 이론적 모형과 전문가 서베이에 의거한 분석 결과에 따르면, 국내 온실가스 저감 활동에 의하여 창출되는 탄소 배출권은 우리나라의 국제 협약상의 위치, 각종 제도적 여건, 탄소 저감 한계비용 등에 의거하여 국제 탄소 배출권, 특히 EUA의 가격에 대하여 약 51.4%-52.9% 수준으로 추정된다. 이러한 결과는 정부 주도의 탄소펀드, 기타 환경관련 기초 시장의 형성에 유용한 사전 정보로 활용될 수 있다.

In pursuit of greenhouse gas mitigation, this research suggests the initial role of government in establishing carbon markets in the context of Korea. The research begins with review and analyses of the current market situation, with particular attention to the European Union Emissions Trading Scheme (EUETS). It then discusses fundamental factors that drive to determine carbon prices, including supply and demand, risks, and other technical considerations. Based on a proposed Korean carbon market scheme, we estimate an optimal carbon price discount rate. The discounted price of carbon created in Korea is estimated to be about 51.4%-52.9% of European Union Allowance (EUA). The estimated Korea Certified Emission Reduction Credit (KCERC) can be used to distribute Korean carbon fund among participating firms in greenhouse gas mitigation projects such as Clean Development Mechanism.
