본 연구는 도시쇠퇴를 물리적 현상 외에 사회·경제적 현상을 포함한 복합적 개념으로 정하고, 지방 중소도시의 쇠퇴현상에 대한 명확한 진단을 위해 공무원의 인식과 실제 현상과의 일치성을 분석하였다. 공무원을 대상으로 해당 도시의 쇠퇴현상에 대한 설문조사 결과와 실제 쇠퇴현상을 비교한 결과, 2009년 현재(85개 도시) 및 2004~2009년의 변화(69개 도시) 모두에서 일치하는 성장형 시군은 26개 도시, 쇠퇴형 시군은 10개 도시로 나타났으며, 이는 전체 시군의 28.6%에 해당된다. 분석 결과 성장·쇠퇴 현상이 뚜렷한 도시에서 일치하는 경향성을 보였고, 성장·쇠퇴 현상이 뚜렷하지 않은 도시에서는 일치도가 혼재하는 것으로 나타났다.

This study determined urban decline as the complex concept including social, economic and physical phenomenon, and analyzed consistency between perception of public officials and actual degree of decline for accurate diagnosis on decline phenomenon of local small and medium-sized cities. The survey results of the public officials on decline phenomenon of cities were compared with the actual degree of decline, and 26 cities showed as growing-type, and 10 cities as declining-type. The results showed consistency in both 2009 (85 cities) and the change between the years from 2004 to 2009 (69 cities), and these are equivalent to 28.6 percent of the entire cities and counties. The analysis were consistent in cities where the growth·decline phenomenon is clear and inconsistent in cities where the growth and decline phenomenon is not clear.
