이 연구는 복잡하고 모호하며 불확실하고 동태적인 상황에서 정부와 정책 관련 집단들이 추구해야 할 정책의 합리성을 탐색하였다. 먼저, 정책의 여러 특성들 중 복잡성, 모호성, 불확실성, 동태성 등을 중점적으로 살펴보고, 이러한 상황에서 이루어지는 정책결정을 기존의 합리성 개념인 내용적 합리성과 절차적 합리성 등으로 설명하기에는 문제가 있음을 지적한 후, 정책의 진화적 합리성이라는 개념을 대안적 합리성으로 제시하였다. 정책의 진화적 합리성이란 시행착오와 경험의 학습을 통해 오차수정을 원활히 하고 지식을 확장시키면서 정책을 개선하려는 논리이다. 마지막 부분에서는 아직 생소한 진화적 합리성의 개념에 대한 일반적인 질문들과 함께 적용가능성 및 유의점을 논의해 보았다. 복잡하고 모호하며 불확실하고 동태적인 상황에서 정부와 정책 관련 집단들은 진화적 합리성을 추구함으로써 정책실패로 인한 막대한 사회적 비용의 낭비를 감소시킬 수 있으며, 이러한 정책이 곧 합리적인 정책이 될 것이다.

This study explores government and policy related groups should pursue rationality of policy in complex, ambiguous, uncertain, dynamic environment. This study is focus on complexity, ambiguity, uncertainty, dynamics of policy among the many characteristics of it. Substantive rationality and procedural rationality as a general concept of rationality are insufficient to explain policy making in these circumstances. Thus I suggest evolutionary rationality as an alternative rationality. The evolutionary rationality of policy is a logic of policy improvement enlarging knowledge and smoothing error correction through trial and error, and learning. This study also discuses the general questions about the concept of yet unfamiliar evolutionary rationality as well as the applicability and attention of evolutionary rationality. As the government and policy related groups pursue evolutionary rationality of policy in complex, ambiguous, uncertain, dynamic environment, they can minimize the a lot of social costs derived from policy failures.
