본 논문은 1960-70년대 한국의 발전국가와 사회정책 간의 관계를 사회정책의 제도화, 사회복지지출, 사회복지담당 기구 및 인력, 적용대상범위라는 네 가지 차원에서 규명해보며, 이를 발전국가의 정치적, 경제적, 사회적 맥락과 결부하여 입체적으로 해석해 보고자 하는 것이다. 연구범위는 다양한 사회정책영역 중에서 복지국가 발달의 준거기준으로 흔히 사용되는 사회보험 및 공적부조를 중심으로 하였다. 연구의 결과, 1960-70년대 한국의 발전국가 하에서 제도화 측면과 사회복지담당 기구 및 인력의 측면에서는 상당한 진전이 있었다. 그러나 사회복지지출은 미미하였으며, 사회정책의 적용대상도 선별적이었다. 본 논문에서는 1960-70년대 사회정책의 이러한 현상을 발전국가의 정치적, 경제적, 사회적 맥락과 연계하여 통합적이고 상황 적응적으로 해석하였다.

The purpose of this paper is to examine the relationship between the developmental state and social policy under the rapid growth economy of the 1960s-70s Korea. To the end, the paper introduced four variables of the institutionalization of social policy, social welfare expenditure, the organization and personnel in charge of social policy, and the coverage of social policy, as criteria to distinguish the development of social policy. Further, this paper interpreted the underdevelopment of social policy under the growth economy of the 1960s-70s, by combining the political, economic, and social contexts of the developmental state. The scope of paper was confined to social insurance and public assistance, among diverse sectors of social policy. Through the research, the paper confirmed the progress of social policy even under the developmental state of the 1960s-70s Korea, in terms of the institutionalization of social policy and the organization and personnel in charge of social policy. However, as developmental welfare theorists contend, social welfare expenditure was miniscule and the coverage of social policy was also selective and limited during developmental era. This paper interpreted these phenomena through the integrative and contingency-oriented framework conjoining the political, economic, and social contexts of the developmental state.
