본 논문은 1970년대 이후 생태계 보호를 위한 최초의 국제적인 정책적 노력으로서 람사협약의 설립과 전 세계적 확산이 어떠한 정치경제적 조건 속에서 이루어졌는가를 탐구하는 경험적인 연구이다. 이를 위하여 ``공유재의 비극을 타파하기 위한 자발적인 협력 참여``, ``경제적 이익추구를 위한 협력 참여``, ``하나의 청사진으로서 국제규범에 조응하기 위한 협력 참여``라는 세 가지 관점을 통해 사건사분석을 실시하였다. 분석 결과를 통해서 얻은 결론은 다음과 같다. 첫째, 자연환경 악화를 경험하고 이의 개선을 위해 환경협력에 참여한다는 이론적 설명은 OECD 국가군들의 경우에만 유의하다는 점을 확인하였다. 둘째, 국가의 경제적 이익 추구를 위해 협력에 참여한다는 설명은 부분적인 설득력을 얻었다. 국가의 경제발전을 도모하는 개발도상국의 경우 재정지원을 받기 위하여 람사협약에 참여한다는 점이 바로 그것이다. 그러나 국제무역에 있어 중심적인 역할을 하는 OECD 국가군들의 경우 람사협약에 참여할 확률이 감소한다는 것을 알 수 있었다. 셋째, ``자발적 협력 참여``와 ``경제적 이익 추구``라는 협약 체결 동기의 경우 OECD 국가군과 비(非)OECD 국가군 간 차이가 나타났음에도 불구하고, 람사협약이 전 세계적으로 확산된 이유를 본 연구에서 일관된 결과를 보여준 제도주의적 설명에서 찾고자 한다. 즉 환경개선을 위한 자발적 동기 부여 및 경제적 이익이 부족함에도 불구하고, 다양한 국제사회의 청사진으로서 국제규범의 영향력이 각 국가들로 하여금 람사협약을 채택, 비준하도록 만드는데 중요한 역할을 하였다는 점이다.

This study explores worldwide diffusion of the Ramsar Convention, of which first tasks are devoted to promote and protect biodiversity after 1970s. Using event history analysis, three models were compared to explain the conditions of countries that ratified the Ramsar Convention: voluntary cooperations model in environmental policy, rational choice model in political science, and world society model in sociology. The results significantly support for world society model. The countries, which participated in the Ramsar Convention, were widely influenced by world culture norm cascades and international norm providers such as inter-governmental organizations. Voluntary cooperations model and rational choice model were partially supported. The effects of natural environment degradation were statistically significant only for the OECD countries. On the other hand, economic conditions were influential only for the developing countries that expect economic supports such as official development assistance by participating in the Ramsar Convention. The findings suggest that the actorhood of nation-states are broadly embedded in the world society and endogenous national characteristics as well.
