이 연구는 U-City와 관련된 다양한 이슈를 분석하고 도출된 이슈를 바탕으로 문제해결을 위한 정책방향을 제시하는데 목적이 있다. 이를 위해 U-City 관련 문헌연구를 수행하여 U-City 이슈에 대해 고찰하였으며, 인과지도를 사용하여 U-City 구성요소의 관련성을 파악함으로써 U-City 이슈의 근본 원인을 도출하였다. 또한 U-City에 거주하는 시민을 대상으로 U-City에 대한 인식을 설문조사하고 U-City 서비스에 대한 만족도를 중요성과분석 기법을 이용하여 분석하였다. 그 결과를 토대로 U-City에 대한 시민 인식 강화를 위한 홍보전략 마련, 시민참여형 U-City 도입 방안 수립, U-City의 삶의 질 향상을 위한 사회과학적 접근 방안 마련 등의 U-City 이슈 해결을 위한 정책 방향을 제시하였다.

The purpose of this research is to analyze the various issues related to U-City and suggest the policy directions for solving the problems of U-City. It looks into U-City issues by reviewing preceding literatures, identifies the relationship of U-City components by using causal loop map, and elicits the basic root of U-City issues. It also performs a survey to find out U-City residents` perception and analyzes their satisfaction to U-City services by using IPA. Based on the survey and IPA results, this research suggests the policy directions for solving the issues of U-City such as the making of the PR strategy for fortifying U-City residents` perception, the establishment of the introduction of public participation U-City, and the preparation of social scientific approaches for improving the quality of life in U-City.
