이 연구에서는 PISA 2009와 NAEA 2009에 모두 참여한 학생들(약 4,200여 명)의 성취도 결과를 비교 분석함으로써 우리나라 학생들의 국어능력의 특성을 파악하고, 이를 기반으로 국어교육의 개선 방향을 제안하였다. 분석 결과, NAEA와 PISA의 척도점수 상관관계는 .73으로 나타났다. 두 평가에서 설정한 성취수준 중 하위수준의 비율은 유사하였으나 상위수준의 비율은 상당한 차이가 있었다. 전체적으로 학생들은 인지 범주 중 ``성찰 및 평가`` 영역의 문항, 텍스트 유형 범주 중 ``문학텍스트``를 활용한 문항 등에 대해 정답률이 상대적으로 낮았다. 읽기 태도에서는 읽기 즐거움 지수와 읽기 요약 전략 지수가 국어과 성취도에 중요한 영향을 미치는 것으로 나타났다. 그러나 최상위 학생들과 차상위 학생들 간의 차이를 결정하는 것으로는 읽기 통제 전략 지수가 상대적으로 중요하게 나타났다.

This study is aimed to analyze outcomes of PISA 2009 and those of NAEA 2009. First of all, the outcomes from linkage analysis, the correlation between scale scores of PISA 2009 and that of NAEA 2009 is shown as .73 of all groups. Second, among the participating students, the percentage gap of students at high level is somewhat large, but, that of students at low level is similar. Third, considering results of item response analysis, the rate of correct answers to ``integrate and interpret`` domain is relatively low. In terms of text type, the percentage of correct answers to ``literature text`` is relatively low. Fourth, according to the results of engaging in reading, the index of enjoyment of reading and the index of memorization strategy is highest. Sixth, considering analysis of reading attitude of students in group A and B, the index of reading enjoyment and control strategy is critical.
