본 연구에서는 이명박 정부에서 추진하고 있는 저탄소 녹색성장 정책을 이념적 특성, 제도적 기반 및 정책내용 측면에서 평가하고, 향후의 변화방향을 모색하였다. 원론적으로 저탄소 녹색성장 정책은 현재와 같은 기후변화와 에너지고갈의 시대에 정합하지만, 이 정책의 지속적 추진을 위해서는 다음과 같은 방향으로의 전환이 전제되어야 할 것이다. 첫째, 저탄소 녹색성장이 지속가능발전 개념을 대체하고 상위 국가전략으로 설정된 현 체제는 기형적이라는 점에서 지속가능발전을 국가패러다임으로 복원하고 저탄소 녹색성장은 그 하위전략으로 자리매김 해야 할 것이다. 둘째, 저탄소 녹색성장은 한국판 생태근대화 전략으로 평가될 수 있지만, 향후에는 사회집단들의 참여 및 수평적 거버넌스의 확장을 통해 강한 생태근대화를 지향해 나가야 할 것이다. 셋째, 저탄소 녹색성장의 기반이 되는 현재의 녹색성장법제는 과도하거나 법제의 혼란을 초래할 수 있기 때문에 지속가능발전기 본법을 복원하고 녹색성장법제를 그 하위의 일반 법률 형태로 두는 것이 바람직하다. 넷째, 저탄소 녹색성장이라는 이름 하에 추진된 사업들을 점검하고 녹색과의 연관성이 적은 사업들은 폐기하거나 다른 정책영역으로 이관하는 등의 구조조정 노력이 진행되어야 할 것이다.

This research attempts to evaluate the ideological features, institutional arrangements, and contents of 'Low Carbon, Green Growth' policy which has been promoted since 2008, and explore prospects of future change of the policy. The low carbon, green growth policy seems to be a suitable option in principle for dealing with pending climate change and energy depletion, however, some changes should be made as followings in order to maintain this policy. First, the principle of sustainable development ought to be restored as the comprehensive policy orientation of the country, and, thus, the 'low carbon, green growth' policy would be pursued as a tactical policy strategy for the achievement of sustainable development. Second, while the 'low carbon, green growth' policy has been promoted as the Korean way of ecological modernization, it should embrace the interests of all stake-holders and facilitate horizontal governance in order to be a strong ecological modernization. Third, the established legal institutions for the implementation of 'low carbon, green growth' policy ought to be restructured to be parts of the comprehensive institutional arrangement for the sustainable development. Finally, the policy measures adopted for the implementation of the 'low carbon, green growth' policy should be reevaluated in order to sort out and transfer 'greenish' blue or red projects to other relevant policy areas.
